The New Entrant Safety Assurance Program (NE) is a Federal grant that provides financial assistance to States to reduce the number and severity of crashes and hazardous materials incidents involving commercial motor vehicles (CMV). The goal of the New Entrant Safety Assurance Program (NE) is to reduce CMV involved crashes, fatalities, and injuries through consistent, uniform, and effective CMV safety programs. MCSAP NE grant funds will be awarded, at the discretion of the FMCSA, to States and local government for New Entrant safety audits on interstate motor carriers. States may use these funds for salaries and related expenses of New Entrant auditors, including training, equipment, and to perform other eligible activities that are directly related to conducting safety audits.
