Vehicle Registration, Exception to Policy

Documents and information required for requesting an exception to policy.

E-6 and below POV Request

Non-Command sponsored Service members in the grade of E-6 and below may be granted an exception to policy (ETP) to own and register a Privately Owned Vehicle (POV) by the first O-6 in their chain of command and the responsible O-6 Area Commander.  IAW their unit/organizational staffing procedures, the requestor submits an E-6 and below POV request (Requestor’s Memo) thru their chain of command up to the first 0-6 or Staff Directorate for approval. For additional information about registering a POV (E-6 and below), or how to obtain a USFK POV drivers license (USFK Form 134 EK), please reference USFK Second Interim Policy regarding POV driving privileges

After an ETP is approved by the first O-6 in the requestor's chain of command, submit the ETP memorandums and legible copies of the following documents to the DBIDS & Vehicle Registration Office, Bldg 544, or the CPX Visitors Center, Bldg 724 Pass & ID office for final processing and forwarding to the Garrison Commander for approval: 

  • ID card (front photo side)
  • USFK Form 134EK Drivers License (English side)
  • Proof of employment/assignment at USAG Humphreys 

(NOTE: Personnel in a joint domicile status must be authorized a POV on their orders. 
Service members in grades E-6 and below require written approval by the first O-5 Commander in their chain of command to obtain a driver’s license in Korea.  All documents with the exception of the unit-level and Garrison Commander’s final approval letters are returned to the customer when the POV registration is complete). 

The Pass & ID/Vehicle Registration Office submits all requests for ETP (E-6 and below POV request) to the USAG Humphreys Commander for approval.  Customers are notified telephonically when their request for ETP is approved or disapproved.  Copies of approved ETPs may be obtained from the DBIDS & Vehicle Registration Office, Bldg 544.  Approved ETPs remain valid and on file until the individual’s PCS, or rescinded by their chain of command.



To register a 2nd POV while assigned to USAG Humphreys

IAW their unit/organizational staffing procedures, the requestor submits a request for 2nd POV (Requestor’s Memo) thru their chain of command up to the first 0-6 or Staff Directorate for approval. An example request form is available in the download section. For additional information about obtaining a 2nd POV, please reference USAG Humphreys Policy Letter #43 (2nd POV Approval Criteria). 

After an ETP is approved by the first O-6 in the requestor's chain of command, submit the ETP memorandums and legible copies of the following documents to the DBIDS & Vehicle Registration Office, Bldg 544, or the CPX Visitors Center, Bldg 724 Pass & ID office for final processing and forwarding to the Garrison Commander for approval:

  • Spouse’s ID card (if applicable)
  • Spouse’s USFK Form 134EK Drivers License (if applicable)
