The Department and ITC use this data in their analyses when evaluating petitions. There is no charge for registration and use.
Wage Rates
This site provides a list of expected wage rates per hour in U.S. dollars for non-market economies. The Department uses these rates as the official source of wage rates in its dumping and CVD analyses for non-market economies. Wage rates are from the Yearbook of Labour Statistics and updated periodically.
Exchange Rates
This site provides provides two types of official daily exchange rates for each country. For purposes of antidumping" ("AD") investigations, the program classifies the daily rates as "normal," "fluctuating," or "sustained movement." The actual daily exchange rates used in the program were acquired either from the Federal Reserve Statistical Release H.10 on the web, or from Dow Jones Reuters Business Interactive LLC (trading as Factiva) (a fee-based service).
Short-Term Borrowing Rates
This policy bulletin describes the special methodology the Department applies when credit expenses must be imputed in situations where the respondent has no short-term borrowings in the currency in which the sales are denominated.
