US-China Standards in Trade Workshop on Pressure Equipment, Piping, Cranes & Elevators

NIST's Standards Services Division, in collaboration with the American Society of Mechanical Engineers (ASME) and other relevant U.S. private sector organizations, held a Standards in Trade (SIT) workshop for a delegation of technical standards experts from the People's Republic of China September 16-19, 2003.
Twenty-three mid- and high-level Chinese representatives of the government participated in an interactive exchange of information. The Chinese delegation was led by Mr. Zhang Gang, Director General of China's Boiler and Pressure Vessel Safety Supervision Bureau.
The objective of the workshop was to identify existing standardization requirements and emerging trends in China for pressure equipment, piping, elevators, and cranes and to discuss the use of U.S.-based international standards as a means of meeting regulatory requirements in China. The Chinese were encouraged to participate in the U.S. standardization process and to consider mutually cooperative efforts in technical standards development and conformity assessment programs.
Mr. Ben Wu, Deputy Under Secretary for Technology, gave a keynote address, emphasizing the significance of standards and their relationship to an efficient and productive economy. He highlighted the importance of two-way communication between the U.S. and China, especially as the economies of the two nations are becoming increasingly tightly coupled.
Both sides agreed that the workshop was a significant step in continuing the dialogue on these important issues. The Chinese suggested that future interactions could address a broader number of topics, including gas cylinders, amusement park equipment and facilities, tramways and oxygen tanks.

- Identify existing standardization requirements and emerging trends in China for pressure equipment, piping, elevators, and cranes.
- Discuss the use of U.S. based international standards as a means of meeting regulatory requirements in China.
- Identify global trends in the area of standardization and regulation regarding construction, operation and maintenance of pressure equipment, piping, elevators and cranes.
- Encourage participation in the U.S. standards development process.
- Encourage understanding and acceptance of U.S. licensing, testing and certification practices as a means of conformity assessment.
- Discuss the use of current and future U.S. technologies and products and services.
- Encourage mutually cooperative efforts in technical standards development and conformity assessment programs.
