Felipe Arzayus

Felipe Arzayus, Lead Science Planning Coordinator

As Lead Science Planning Coordinator of the NMFS Ecosystem Science Team (NEST), Felipe coordinates and develops all NEST tasks and deliverables. He works to identify and communicate science program needs, requirements and solutions for NOAA science activities carried out in NOAA Fisheries Science Centers throughout the different phases of NOAA’s Strategy Execution and Evaluation (SEE) process. He develops implementation plans in support of NOAA’s Healthy Ocean Goal’s Improved Understanding of Ecosystems (IUE) objective; creates spend plans, budgets, outyear funding scenarios, and performance reports; and monitors and reports on progress of scientific programs and activities throughout NOAA.  Felipe joins NMFS S&T after serving as a program officer, planning coordinator, and operations team lead at OAR’s Office of Ocean Exploration and Research. Prior to that assignment, Felipe served as science and planning coordinator at NESDIS’ Coral Reef Watch. Felipe has a master’s degree from the School of Marine Science, College of William & Mary where his work focused on genetics and toxicology to assess the microspatial population structure of the Mummichog (Fundulus heteroclitus) inhabiting a heavily industrialized waterway. In terms of hands-on experience, Felipe worked as a commercial fisherman on a purse seiner for one short summer stint in Prince William Sound. Felipe's interests lie in the fields of ocean acidification, ocean and benthic observing systems and coral reefs. Felipe enjoys sailing, as well as running, biking and swimming and is mentally prepping to run a half iron-man this September.

   
Kathleen Szleper

Kathleen Szleper,Deputy Science Planning Coordinator

As Deputy Science Planning Coordinator of the NMFS Ecosystem Science Team (NEST), Kathleen supports the coordination and development of all NEST tasks and deliverables. She works alongside Felipe to identify and communicate science program needs, requirements and solutions for NOAA science activities carried out in NOAA Fisheries Science Centers throughout the different phases of NOAA’s Strategy Execution and Evaluation (SEE) process. She helps develop implementation plans in support of NOAA’s Healthy Ocean Goal’s Improved Understanding of Ecosystems (IUE) objective; create spend plans, budgets, outyear funding scenarios, and performance reports; and monitors and reports on progress of scientific programs and activities throughout NOAA. Before joining the NEST, Kathleen conducted similar work within the construct of NOAA’s old Planning system (PPBES – Program Planning, Budgeting and Execution System) before it switched over to SEE. She has also been an Ocean Policy Fellow for the Marine Conservation Biology Institute (MCBI), where she addressed science and policy issues related to monitoring and enforcement of High Seas Marine Protected Areas and International Ocean Governance, such as Marine Spatial Planning. She has worked at the New England Aquarium (NEAQ) as a Conservation Associate and Fisheries Specialist, researching and analyzing domestic and international fisheries issues, developing innovative approaches to evaluating the sustainability of wild fisheries (published in 2008) and working with research staff to improve the identification and monitoring of species caught in Congolese fisheries (published in 2004). Kathleen received her Master of Public Administration in Environmental Science and Policy from Columbia University in May 2008, where she focused on using innovative techniques to improve national and international environmental policy and management through her work with the Mid-Atlantic Regional Coastal Ocean Observing System (MARCOOS), the Convention on Biological Diversity (CBD) and the United Nations World Food Programme (WFP). She also holds a Bachelor's in Marine Sciences from Boston University and is fluent in French.
