The Cohesive Strategy is divided into three phases; the first two phases have been completed.

Foundational Documents

The following foundational documents and reports were used to frame the development of the Cohesive Strategy reports.

Phase I Reports

These reports were published upon completion of Phase I activities.

Phase II Reports

The National Cohesive Wildland Fire Management Strategy Phase II reports from each of the Regional Strategy Committees, the National Science and Analysis Team, and the Communications Framework have been completed. The Phase II national report, which was developed through the regional assessments, was released on June 7, 2012, by the Secretaries of the Department of Interior and the Department of Agriculture.

Communications Framework and Presentations

The Communication Framework is designed as a roadmap for effective communication and collaboration activities.

Phase III Report

The Phase III Report is the final phase in the development of the Cohesive Strategy. It is expected to be published in February 2013.

Phase III will translate the qualitative information developed in Phase III into quantitative models. Quantitative models can be used by managers to make decisions on the ground. Once the strategy is finalized, it will implemented across the country and overseen by the Wildland Fire Executive Council (WFEC). The WFEC wil establish a 5-year review cycle providing updates to Congress.
