ENVIRONMENTAL CENTER OF EXCELLENCE

Mission
The Air Force Environmental Center of Excellence is a directorate of the Air Force Civil Engineer Center, a field operating agency of the Air Force Civil Engineer. It is responsible for managing the Air Force restoration, compliance, sustainability and National Environmental Policy Act programs. ECoE members also provide environmental technical assistance and advice to Air Force installations, major commands and other clients. The directorate develops execution strategies for environmental and sustainability issues, projects and programs based on best practices garnered from experience and research.

Organization
ECoE is led by a civilian chief with subject matter experts and program managers in various fields and specialties related to the environment; including regulatory compliance, environmental restoration, hazardous waste management, pollution prevention, and environmental assessments. It is organized into the following four divisions: Restoration, Technical Support, Compliance and Operations.

Environmental Restoration Division

The Environmental Restoration Division provides Air Force headquarters, ECoE, major commands, and installations (active and BRAC) with environmental remediation support. The division provides the restoration programming and execution expertise, core knowledge and leadership required to transform Air Force environmental liabilities into operational assets. Initiatives include remedial process optimization, performance-based management and technology transfer.

Technical Support Division
The Technical Support Division contains the Air Force technical and regulatory subject matter experts for most Air Force environmental programs. It offers technical expertise and consultation services in environmental chemistry, hydrogeology, risk assessment, toxicology, remedial engineering, air and water program compliance, natural and cultural resource management, and regulatory criteria.

Compliance Division
The Compliance Division provides Air Force headquarters, ECoE, MAJCOMs, and installations with environmental compliance support. The division delivers the compliance programming and execution expertise, core knowledge and leadership required to ensure Air Force installations comply with regulatory programs related to air emissions, wastewater discharges, hazardous waste generation, and natural and cultural resource management. The Compliance Division also serves as the central point for collection and analysis of environmental data in various program areas.

Operations Division
The Operations Division is organized in alignment with 20 installation support teams located in the continental United States, Alaska, the Pacific and Europe. The division provides direct installation support by planning and programming requirements, developing permits and plans, and executing projects. The ISTs serve as installation advocates and are the office of primary responsibility for execution, addressing regional issues or leading regional enterprise initiatives. ISTs also develop, acquire, and oversee contracts in their regions.
