Mission Statement

Plan, manage, administer and evaluate the Command's Human Resource Management programs, including those for civilian personnel, military personnel, career development, leadership development training, Command Surgeon, Unit Ministry, and Personnel Ombudsman. Perform personnel related administrative functions for all Headquarters, US Army Sustainment Command organizations located at the Rock Island site. Provide management/employee liaison on significant matters affecting employees to resolve or elevate issues. Serve as personnel advisor to the ASC Command Group on policy/system issues relative to employment matters.

Advise the ASC Commanding Generals, subordinate commanders, senior leaders and Civilian Personnel Advisory Centers (CPACs) on ASC aspects of civilian personnel management operations throughout the Command. Formulate overall command civilian personnel management plans and strategy, goals, and objectives; and coordinate development of policy and guidance pertaining to the Commander's program. Provide staff direction, guidance, assistance and support to ASC installations and activities for assigned functions. Manage the Command's intern management program.

Manage the ASC Force Management Program for all CONUS and OCONUS locations under HQ ASC responsibility. Develop and issue command policy, guidance and direction for all phases of military and civilian manpower planning, programming, budgeting, and execution. Develop and issue command guidance and documentation procedures for organizational structures and functional alignments to support the ASC strategic long-range business plan. Develop and submit command positions to installations/higher HQ concerning manpower increases, reductions and shortages relative to mission accomplishment. Develop and submit ASC force management requests and documentation; i.e., tables of distribution and allowances (TDAs) and concept plans. Analyze and validate ASC force management requests and documentation to higher HQ. Provide ASC careerists Manpower Management Civilian Career Program (CP-26) administration.

Advise ASC commanders, staff and personnel on all matters pertaining to military personnel management for soldiers assigned or attached to the Command. Develop and exercise staff supervision over the placement, utilization, requisitioning and distribution of military personnel. Operate a full service Personnel Service Center (PSC). Manage matters pertaining to the assignment, training, mobilization, and deployment of Individual Mobilization Augmentees. Reserve Counterparts, and Retiree Mobilization Preassignment Program participants. Serve as directorate lead in the ASC Operations Center's G1 Desk.

Provide personnel administrative support to all ASC organizations located at the Rock Island site and maintain tracking database. All personnel actions, civilian honorary/performance awards, civilian appraisals, TAPES, standards, management and oversight of the Acquisition Workforce/Corps requirements, as well as Command Ombudsman, alternate dispute resolution, and labor management services are provided to all ASC organizations located at Rock Island.
