Changes to Military Personnel Information Management/Records Management & the Official Military Personnel File
MILPER MESSAGE NUMBER 12-020 announces immediate implementation of
significant changes to AR 600-8-104, which is pending publication.
Expected publication date for the revised regulation is April 2012.

As a result of this message, the Personnel Service Branch (PSB) will no
longer maintain a hard copy MPF.
Physical Fitness and Height and Weight Requirements for Institutional Training
Physical Fitness and Height and Weight Requirements for Military Institutional Training amends the Army's policy concerning the Army Physical Fitness Test (APFT) and height/weight standards applicable to institutional training articulated AR 350-1. Soldiers attending institutional training courses (including OES, WOES, NCOES and functional courses) are still expected to meet the physical fitness standards of AR 350-1 and the height and weight standards or AR 600-9. This revised policy supports Army institutional training to sustain Army requirements in support of the Global War on Terror without compromising Army standards for physical fitness and weight control.
Stop Movement
The Army G1 has approved adding two categories to the list of stop movement exemptions outlined in paragraph 8 of MILPER Msg 06-232. Effective immediately, the following categories are exempt from stop movement only: Active Army enlisted Soldiers identified for mandatory or DA directed reclassification training and Active Army enlisted Soldiers identified for Explosive Ordnance (EOD) training. This change is not retroactive; therefore, it does not apply to Soldiers who are already subject to stop movement and are within the stop loss/movement window (d-90 to r+90). Timely Processing of Leave Documents (DA Form 31) in accordance with current Army policy
Continuing analysis of the Army Personnel/Pay Council consistently identified leave document processing as the most common pay document processed late in the Army. Untimely processing of leave documents (documents processed more than 30 days after the ending date of the leave period) consistently comprise over 35% of all late finance document transactions. On average, over 20% of all leave documents are turned in late to the local finance office for processing. This untimely turn-in and processing of leave documents continues to contribute to out-of-service debt incurred by Soldiers when they separate from the Army.
