Henry Paul Stuart assumed responsibilities as the Deputy to the Garrison Commander with the U.S. Army Garrison Yongsan in August 2010. He serves as the commander's principal civilian executive and advisor on all matters relating to installation management and operations. Stuart also exercises full responsibility for providing garrison-wide services in support of over 21,000 Servicemembers, Families, and Civilians.

Originally from Mississippi, Stuart possesses almost 40 years of operations, plans and training experience gained through active duty military and civil service. As a U.S. Army officer, he originally received his commission as a 2nd Lieutenant through the U.S. Army Reserve Officers’ Training Corps from Mississippi State University in 1972 and retired as a colonel in 2002.

During his civil service, Stuart served as the Civilian Executive Assistant to the Garrison Commander for USAG Humphreys in Pyeongtaek, South Korea; Deputy to the Garrison Commander/Acting Region Chief of Staff for Installation Management – Korea Region Office (IMA-KORO) in Seoul, South Korea; Chief of Operations Division/Acting Chief of Staff for Headquarters for IMA-KORO; Deputy G5 for U.S. Army North/5th Army at Fort Sam Houston, Texas; Chief of Plans Division for Headquarters for Installation Management Command – Korea (IMCOM-K) in Seoul, South Korea; and Chief of Plans and Operations Division for IMCOM-K.

Most recently he was the Assistant Chief of Staff, G-3/7 with IMCOM-K.

His previous military assignments include G3 Operations Officer for 2d Infantry Division in Uijeongbu, South Korea; Brigade S-3 Officer for 2d Brigade, 2d Infantry Division in Uijeongbu, South Korea; Observer/Trainer for the Battle Command Training Program at Fort Leavenworth, Kansas; Battalion Commander for the 5th Battalion, 20 Infantry Regiment (Mechanized), 2d Infantry Division in Camp Casey, South Korea; Director of J-3/5 for Joint Task Force 6 (Counterdrug) at Fort Bliss, Texas; Chief of G3 Operations & Exercises Division for Headquarters 8th Army in Seoul, South Korea; Chief of Plans Division/Assistant Deputy CJ5  for Combined Forces Command in Seoul, South Korea.

Stuart's military awards and decorations include the Defense Superior Service Medal (1 oak leaf cluster), Joint Service Commendation Medal, Legion of Merit, Meritorious Service Medal (5 oak leaf clusters), Army Commendation Medal (3 oak leaf clusters), Army Achievement Medal, Overseas Service Ribbon (numeral 6), National Defense Service Medal (1 bronze service star), Ranger Tab, Parachutist Badge, and Expert Infantryman Badge.

He also received the Superior Civilian Service Award (2 awards), Korea Service Award, and a Special Act Award. He is also the recipient of the 35-year Federal Service Certificate and Pin.

His military education includes the U.S. Naval War College, U.S. Naval Post Graduate School, and U.S. Army School of Advanced Military Studies.

Stuart received a Master of Arts in National Security & Strategic Studies from the United States Naval War College; Master of Arts in Operational Art from the School of Advanced Military Studies (SAMS); Master of Science in Systems Technology (C3) from the Naval Post Graduate School; Bachelor of Arts in Mathematics from Mississippi State University; and an Associate Degree in Liberal Arts from East Mississippi Community College. He also completed the Cost Management Certification Course at the U.S. Naval Postgraduate School.
