NASA's Earth Science Research Program aims to use global measurements to understand the Earth system and its interactions as steps toward ultimately enabling prediction of Earth system behavior. To achieve this goal, a combination of shorter-term process-oriented measurements is complemented by longer-term satellite measurements of a limited number of environmental properties. For these measurements, NASA's Earth Science Research Program sponsors algorithm development, calibration/validation activities, and modeling studies to produce high- quality data products for scientific research and operational use.
Areas of Proposal Solicited: This solicitation seeks three areas of proposals: (a) Acceleration of Operational Use of Research Data, including Joint Center for Satellite Data Assimilation (JCSDA), (b) data for IPCC climate projection assessment, and (c) computational support of Earth system modeling.
Expected program budget for first year of new awards: Up to $3M
Number of new awards pending adequate proposals of merit: ~ 12 - 18
Maximum duration of awards: 2 years

Available Funding:: It is expected that the level of funding for this year's opportunity will be similar to previous years funding levels.
Scope:: This NOAA/NESDIS funded opportunity addresses the directed research part of the JCSDA program. It is aimed, as its name indicates, at developing and implementing science which addresses JCSDA-related NOAA's objectives. In particular, it aims at transitioning to operations, science related to data assimilation of current and planned sensors, with an emphasis on NOAA partner’s needs (NESDIS/STAR and NWS/NCEP).
Submission Method:: Proposals are to be submitted by e-mail. A proposal template is included in the announcement.
Eligibility:: All JCSDA NOAA partners (NESDIS/STAR and NWS/NCEP) scientists are eligible to apply. Other scientists/institutions, if their expertise is not within NOAA partners but needed by NOAA partners, could be eligible at the discretion of the selecting official and the recommendation of the review panel.

Description

The NOAA/NASA/DOD Joint Center for Satellite Data Assimilation (JCSDA) is a distributed center that engages units of NASA: Goddard Space Flight Center (GSFC) Earth-Sun Exploration Division; NOAA: NESDIS Center for Satellite Applications and Research (STAR), National Weather Service (NWS) National Centers for Environmental Prediction (NCEP)/Environmental Modeling Center (EMC), and Office of Oceanic and Atmospheric Research (OAR); US Navy: Oceanographer of the Navy and the Naval Research Laboratory (NRL); and US Air Force Air Weather Agency.

The Joint Center's goal is to accelerate the abilities of NOAA, DOD, and NASA to ingest and effectively use the large volumes of data from current satellite-based instruments and planned satellite missions over the next 10 years.

This opportunity supports the JCSDA short-term goal to "contribute to making the forecast skill of the operational NWP systems of the JCSDA partners internationally competitive by assimilating the largest possible number of satellite observations in the most effective way." This announcement calls for proposals for scientific projects in the six areas described in the full announcement. If investigators are uncertain about the applicability of research topics to the priorities of the JCSDA, they should address questions to the appropriate technical point of contact listed in the text prior to submitting their proposals.
