Mr. McKinney began his career in broadcasting when he was 16 years old, hosting a radio show in Zaragoza, Spain where his father was stationed with the Air Force. He joined the Army in 1983 as a Broadcast Journalist and spent his first four years assigned to the 8th Infantry Division Public Affairs Office in Bad Kreuznach, Germany. There, two of his most lasting relationships were forged; he met his wife Rose, and he began working with the American Forces Network. Among his  assignments, was as news director for AFN Livorno in Italy, where he led the news department to win the 1989 Department of Defense Thomas  Jefferson award for producing DoD’s top newscast that year. He also earned the Department of the Army, and the Department of Defense Broadcast Journalist of the Year awards while in Livorno.  He also served  as Squad Leader, 4th Psychological Operations Group (Airborne); Noncommissioned Officer in Charge of Command Information for AFN Europe; Station Commander, AFN Wuerzburg; Instructor at the  Noncommissioned Officers Academy for Public Affairs; Operations NCO for AFN Europe; Station Commander, AFN Balkans; First Sergeant, AFN Europe; and NCOIC of the Fort Sill, Oklahoma Public Affairs Office.  He retired from the Army in 2004.
