DLA’s Defense Supply Center Richmond offers a CLOSED-LOOP Re-refined Motor Oil Program servicing all installations in the continental United States (CONUS.) Delivery of fresh oil and pick-up of used oil for re-refining is included in one combined price. Customers can return used oil up to 120% of the amount of fresh oil purchased per year at no extra charge.

No application is required. Customers simply order the closed loop national stock numbers (NSNs) and are immediately eligible for the 120% pick up allowance. Used oil in excess of the 120% purchased under the program may be removed for a fee of $.20 per gallon, reconciled at the end of the fiscal year.

Product Quality and Acceptance

Re-refined motor oil satisfies all manufacturers’ engine warranties and meets the American Petroleum Institute (API) SJ and energy conserving performance classifications. The Society of Automotive Engineers (SAE) has approved the use of re-refined oil and the U.S. Army Tank-Automotive and Armaments Command (TACOM) has also qualified these engine oils under MIL-PRF-2104, for use in combat and tactical vehicles.

CLOSED-LOOP Re-refined Heavy-duty Diesel Commercial Motor Oil (Available only to non-DoD Customers)

The following grade of heavy duty motor oil is for USPS and other non-DoD customers only. Meets the API Service Classifications of SJ/CF/CF4/CG4/CH4 and is MACK EOM Plus and Cummins Diesel 20076 approved (not approved for Detroit Diesel two-cycle engines.)

Used Oil Pick Up

Transmission fluid, hydraulic fluid, and used motor oil may be mixed with the used oil. Some materials cannot be mixed with used oil because they will affect its quality and recyclable properties. Synthetic Oil is not recycled.

Used oil is tested at pick-up. Automatic rejects include:

• Resin
• Water soluble compounds
• Highly aromatic oils/solvents
• Oily sludge
• Oils high in chlorine antifreeze (nominal amounts accepted)
• Water content greater than 15%
• Oils mixed with hazardous wastes

How Contractors Can Utilize the CLOSED-LOOP Re-refined Motor Oil Program

The contractor must first obtain a Department of Defense Activity Address Code (DODAAC) through the government agency administering the contract. Your contracting officer can assist you in this process. Federal agencies other than DoD refer to this code as a Federal Standard Requisitioning and Issue Procedures (FEDSTRIP) number. This enables the contractor to order through the Department of Defense.
