Ozone Depleting Substances Reserve (ODS)

The ODS Reserve is DoD's central manager for the turn-in, storage, reclamation and issuance of mission-critical ODS for all of the military services and the Coast Guard. It was established by the Secretary of Defense in August of 1992 following United States Government ratification of the Montreal Protocol and passage of the 1990 Amendments to the Clean Air Act.

The Reserve Supports US military weapons systems worldwide with certain critical use Ozone Depleting Refrigerants, Halons and Solvents that are no longer manufactured, as required by the Montreal Protocol and the Clean Air Act (See ODS Requisitioning Procedures).

The Reserve provides the DoD the capability to recover and centrally receive, reclaim, store and issue ODS. To enhance the recycling effort and better facilitate Turn-ins from the Services, the Reserve has established overseas collection points at DLA distribution depots in Germany, Hawaii and Japan (See ODS Turn-in Procedure). The recovery and reclamation process will continue for the life expectancy of the weapon systems being supported, which will be well into the 21st century.
