Traveling across New Hampshire, Kelly has heard concerns from individuals and small business owners who worry about the rising cost of health care. She believes that the federal health care law enacted in 2010 fails to address that fundamental problem.
Kelly supports repealing the new law and replacing it with a market-based approach. She wants to harness the power of competition to bring down costs and expand access to quality care. That includes implementing insurance reforms such as allowing for the purchase of coverage across state lines and enabling small businesses to form pools that enhance their purchasing power. Additionally, she believes health savings accounts should be expanded, individuals who purchase health insurance should have the same tax benefits that employers receive, and that states should be allowed to establish adequate high risk pools.
Meaningful medical malpractice reform also lies at the heart of Kelly's approach to reducing health care costs. Doctors shouldn't have to perform defensive medicine. Too many health care providers are forced to limit the services they perform because of the skyrocketing cost of medical liability insurance, and Kelly is committed to working with her colleagues to address this problem.
