U.S. Passport
U.S. citizens residing or traveling abroad who require issuance of a U.S. passport are issued the latest, state-of-the-art passport incorporating a photo-digitized image and other enhanced security features. U.S. embassies and consulates achieve this goal by transferring the passport issuance function to a domestic U.S. passport facility. The Department of State is committed to ensuring that U.S. citizens receive their documents in a timely manner; however, the citizens are encouraged to apply early for renewal of expiring passports.
U.S. embassies and consulates prepare and issue passports on the site in emergency cases. Such passports are limited in validity and cannot be extended. Emergency passport holders are required to exchange their limited validity passports for a full-validity photo-digitized passport upon completion of their emergency travel. Passports can be exchanged either through passport facilities in the United States or U.S. embassies and consulates abroad.
Documents required for passport applicants
All passport applicants are required to submit a certain passport application form along with other documents. Please details below.
FIRST TIME APPLICANTS
To apply for your first U.S. passport, you will need:
- A completed passport application Form DS-11
- An original U.S. birth certificate, Consular Report of Birth Abroad or Naturalization Certificate
- Photo identification (driver's license, ID card, etc.)
- One photograph. The image must be sharp and correctly exposed. Click for photo requirements
- If the applicant is a child under sixteen years of age, both parents, in person, must confirm their consent for issuing a passport to their child. If a parent cannot be physically present at the time the passport application is submitted, a signed Statement of Consent of Issuance of Passport to Child under Age Sixteen Form DS-3053 must be added to the application. The statement giving the non-appearing parent's unconditional consent to the issuance of the passport has to be in English and must be notarized by a notary.

Passport fees:
- For an adult - $135
- For a child (under 16) - $105
The fee can be paid in U.S. Dollars or Latvian Lats; in cash or by credit card.
RENEWING A PASSPORT
To renew an expiring U.S. Passport, you will need:
- A completed passport application:
- Form DS-82 or Form DS-11 for adults.
- A completed passport application Form DS-11 for children under 16 years of age.
- Your expiring passport
- One photograph. The image must be sharp and correctly exposed.Click for photo requirements
- If the applicant is a child under sixteen years of age, both parents, in person, must confirm their consent for issuing a passport to their child. If a parent cannot be physically present at the time the passport application is submitted, a signed Statement of Consent of Issuance of Passport to Child under Age Sixteen Form DS-3053 must be added to the application. REPLACING A LOST OF STOLEN PASSPORT
To apply for a replacement of a lost or stolen passport, you will need:
- A completed passport application Form DS-11 and Form DS-64
- A report from Latvian police or a report from the Lost and Found Bureau (Atradumu galds) located at Aspazijas Blvd. 7 in Riga with details about the passport theft or loss
- Proof of your U.S. citizenship (U.S. birth certificate, previous passports or naturalization certificate)
- Photo identification (ID cards, driver's license, etc.)

AMENDMENTS IN PASSPORT DATA
Valid passports cannot be amended. Customers requesting name changes, extension of validity for limited passports, or correction of a printing error need to apply for passport replacement.
If the change is within one year after issuance date of your current passport, you need to submit:
- U.S. Passport Re-Application Form DS-5504
- Passport that needs the change
- The required change supporting documentation
- One photograph. The image must be sharp and correctly exposed. Click for photo requirements
Passport fees – no fee applies for this service.
If the change is required more than one year after issuance date of your current passport, you need to follow instruction for passport renewals described previously.
ADDITIONAL VISA PAGES
Additional pages may be added to a valid U.S. passport. You need to submit an Application for Additional Visa Pages Form DS-4085
The passport fee is $82.
