Office of Small Business Programs Strategic Business Plan

Introduction

Small businesses, including service disabled veteran-owned small business, historically underutilized business zone (HUBZone) small business, small disadvantaged business, and women-owned small business concerns, are a vital part of our economy and help to keep our country the strongest in the world. The Department of the Navy (DON) is committed to our country’s small business community having the maximum opportunity to participate in the Navy’s acquisition program both as prime contractors and subcontractors. It is with this commitment that the Office of the Secretary of the Navy Small Business Programs Strategic Business Plan was written - recognizing that success is achieved with the necessary resources, attitude, and environment.

Navy Small Business Program Vision

The DON will embrace a culture of shared responsibility that recognizes the critical role of small businesses in advancing our naval capability and the strength of our nation’s economy and security by seeking qualified small businesses at the earliest stage of acquisition planning.

Navy Small Business Program Mission

A dynamic advocacy that provides training, advice, guidance and innovative strategies ensuring quality solutions for Navy and Marine Corps acquisition teams to and maximize opportunities for small businesses.

Goals, Strategies, Objectives

Goal #1: People

The small business specialist at each Navy and Marine Corps activity will have the training, skills and experience to be an integral part of the Command leadership acting in partnership to develop strategies for increased use of small business in support of the DON mission.

Strategy 1.1: The small business specialist will be an integral member of the
Command’s leadership team.

Strategy 1.2: Develop and maintain a professional workforce of small business
specialists prepared and motivated to lead and manage all aspects of their Small
Business Program.

Strategy 1.3: Celebrate success, innovation and creativity.

Goal #2: Teamwork

The OSBP team will be active partners with both internal and external stakeholders to increase the opportunities for small businesses by facilitating the awareness and recognition of the critical role of small businesses in advancing DOD’s mission and the nation’s economy.

Strategy 2.1: Enhance partnerships with acquisition (internal) stakeholders.

Strategy 2.2: Forge strategic alliances and optimize synergistic opportunities with
external stakeholders that have similar missions or business interests.

Strategy 2.3: Recognize team members for shared responsibility in successfully
supporting the Small Business Programs.

Goal #3: Innovation

The OSBP team will foster an environment within the acquisition community that encourages risk taking, the use of integrated systems and professional management tools and pursues innovative solutions in support of the Small Business Programs.

Strategy 3.1: Small business specialists take a leadership role in structuring new
partnerships, which promote shared responsibility to enhance the Small Business
Program.

Strategy 3.2: Evaluate organization’s acquisition processes to insert innovative
solutions at all command levels to promote small business opportunities.

Strategy 3.3: Foster risk-taking decisions in the acquisition community through the
use of effective management tools that increase small business opportunities.
