This fact sheet provides an overview of the Building Communities of Trust (BCOT) initiative, which focuses on developing trust among law enforcement, fusion centers, and the communities they serve to address the challenges of crime and terrorism prevention.

"If You See Something, Say Something™" Campaign
In March 2011, Secretary Napolitano launched DHS's new "If You See Something, Say Something™" public awareness video, available here. The "If You See Something, Say Something™" campaign and video are based on a simple and effective program to engage the public to identify and report indicators of terrorism, crime, and other threats to the proper transportation and law enforcement authorities.

Guidance for Building Communities of Trust
The Building Communities of Trust (BCOT) guidance provides advice and recommendations on how to initiate and sustain trusting relationships that support meaningful sharing of information, responsiveness to community concerns and priorities, and the reporting of suspicious activities that appropriately distinguish between innocent cultural behaviors and behavior that may legitimately reflect criminal enterprise or terrorism precursor activities. The guidance was developed in partnership with select sites that participated in the Nationwide SAR Initiative (NSI) Evaluation Environment.

Expansion of the "See Something, Say Something" Initiative
On September 1, 2010, DHS Secretary Janet Napolitano visited the Tennessee Fusion Center (TFC) in Nashville, Tennessee. During her visit, she participated in the Southern Shield meeting, met with Tennessee law enforcement leaders, and toured the TFC. Secretary Napolitano later hosted a press conference where she announced the expansion of the "If You See Something, Say Something" campaign to fusion centers across the Southeast.
NSI Partnership With Amtrak Fact Sheet
This fact sheet highlights the progress that Amtrak has made with implementing the SAR process, resulting in enhanced security of its rail system in order to prevent terrorist attacks. An overview of the partnership between Amtrak and the Nationwide SAR Initiative and DHS is featured, as well as a brief overview of the NSI.
