Mrs. Karen L. Taylor

Karen Taylor assumed the position of Chief of Staff of the U.S. Army Test and Evaluation Command in January 2011. In this position, she is directly responsible for the planning, coordinating and directing of all administrative, intelligence, operational, and logistical functions for the ATEC Commanding General. Prior to this position, Taylor served as the Chief of Staff of the U.S. Army Developmental Test Command from June 2005 to January 2011. In this capacity, she was responsible for a multi-appropriation annual budget of $1 billion, with a workforce exceeding 7,000 (civilians, military, and contractors) supporting eight subordinate installations and test activities.

Taylor began her federal employment at the U.S. Army Aberdeen Proving Ground in 1973 and spent the first seven years of her civil service career in the Ordnance Center and School (OC&S) and the Directorate for Engineering & Housing and Comptroller Office before transfer-ring to the U.S. Army Test and Evaluation Command (TECOM) in 1980 where she held positions as program analyst and budget analyst. This experience was followed by a three-year assignment as a budget analyst with the U.S. Army Quartermaster Center and Fort Lee, Fort Lee, Va., before transferring back to TECOM. In 1997, Taylor transferred to the Pentagon to expand her experience in resource management at the Headquarters, Department of the Army level.

Following a one-year tour, she returned to TECOM as acting budget officer. In 1999, she accepted a position with the U.S. Army Soldier, Biological and Chemical Command as budget officer. In 2000, she was assigned as the director of Resources and Personnel for the U.S. Army Developmental Test Command.

Taylor was born in Havre de Grace, Md. She earned a bachelor's degree in business administration and a certificate in human resource management in December 2001 from the University of Maryland. She has completed numerous government-sponsored courses in finance, personnel and leadership.

She is a member of the American Society of Military Comptrollers. Her awards include the Department of the Army's Civilian Service for Superior Performance, DA Achievement Medal for Civilian Service, and DA Commander's Awards.
