It includes a Problem Statement, which is the output of the analysis conducted after a business need, capability gap, and / or problem is identified. Together, the Business Case and Problem Statement: address the fundamental decision of whether or not the Department should take further action to solve the problem; and erase the need for duplicative and cumbersome documentation requirements.
Program Charter TemplateThe Program Charter articulates the manner in which the program will be managed and is an evolving document that develops additional levels of detail as the program matures. It initiates the program, is guided by the Business Case, and integrates the program manager’s management plan with contractor plans and supporting plans such as the Systems Engineering Plan (SEP) and Information Support Plan (ISP).
