Statement on Suspension of Export Licenses to Syria:
Effective May 18, 2011, the Department of Commerce's Bureau of Industry and Security
(BIS) suspended certain licenses for the export and reexport to Syria of U.S. origin
parts and components needed for the overhaul/refurbishment of certain long-range,
high capacity commercial aircraft not currently in service. Due to the commission
of human rights abuses related to political repression in Syria, export and reexport
of these items is now deemed contrary to the foreign policy interests of the United
States. BIS took this action under the authority of Section 750.8 of the Export
Administration Regulations and all persons holding relevant licenses have been
notified of this action.

Syria Licenses Revoked:
Effective April 29, 2011 the Department of Commerce's Bureau of Industry and
Security (BIS) has revoked certain licenses for the export and reexport to Syria of
items relating to VIP aircraft used to transport senior officials of the Syrian

The Bureau of Industry and Security supports all efforts for emergency support and humanitarian relief for Japan involving items subject to the Export Administration Regulations. However, most shipments of dual-use items exported to Japan do not require a Commerce license. If you plan to export items in support of current relief efforts in Japan and you think that a license may be required, you should contact BIS for guidance. Libya Licenses Suspended: Effective March 3, 2011, all licenses issued by BIS for
exports or reexports to Libya under the authority of the Export Administration
Regulations (15 C.F.R. 730-774) as kept in force by the International Emergency
Economic Powers Act have been suspended indefinitely and all persons currently
holding active licenses have been so notified. No further shipments may be made
against licenses for exports or reexports to Libya by any person. For further

This rule amends the Export Administration Regulations (EAR) to add Advanced Micro Devices China, Inc., as an end-user to the list of validated end-users in the People's Republic of China. Exports, reexports and transfers of certain items to this end-user are now authorized under Authorization Validated End-User (VEU).
