Terry Pankratz

TERRY ANDREW PANKRATZ
Vice Chancellor Finance

As Vice Chancellor for Finance, Pankratz serves as the chief business officer of the UNT System, providing oversight of the financial activities of the System as a whole and each component institution. He is responsible for Systemwide financial planning and analysis, including coordination of the UNT System's annual budget.

Pankratz came to UNTS from Texas A&M University in College Station, where he served as Vice President for Finance and Chief Financial Officer since January 2008. Prior to being named Vice President for Finance, Pankratz served as Associate Vice President and Controller of Texas A&M University beginning in December 2005.

Pankratz, who has 20 years of broad-based financial and administrative experience, brings a wealth of executive leadership experience to the UNT System. While at Texas A&M University in College Station, Pankratz served as a member of the President's Executive Team and was responsible for financial operations and administration of the university operating budget. He implemented numerous cost savings initiatives in the division of finance while improving service delivery to campus departments.

As part of these initiatives, he implemented shared accounting services with the Texas A&M Branch Campus in Galveston and developed an agreement for human resources shared services with Texas A&M University Commerce. Prior to becoming Vice President for Finance, Pankratz worked at the flagship as Associate Vice President and Controller beginning in December 2005.

Before rejoining Texas A&M, where he had worked as Assistant Vice President for Student Affairs and Interim Director for Student Health Services, Pankratz served as Vice President for Business and Administration and Chief Financial Officer for Texas A&M University Commerce beginning in March 2004.

Pankratz holds an MBA from Texas A&M Commerce, a bachelor's degree in business administration from Texas A&M University in College Station, and is a CPA.

Donna Asher is a veteran in higher education administration with nearly 20 years of progressively responsible experience in human resources, fiscal operations, space management and information systems for both academic and administrative areas.  As the Associate Vice Chancellor for Business Services, Asher leads a team of directors administrating a shared services initiative that encompasses the delivery of business services in the areas of purchasing, payment, travel, payroll and human resources.

Additionally, she is leading an on-going evaluation of current and future services to recommend the most appropriate management structure, location of service personnel, degree of central coordination, campus variation, and outsourcing opportunities in order to ensure high quality, cost effective services to each campus and System operating unit.
From 2004 - 2011, Asher served first as UNT’s Assistant Vice President for Academic Affairs, Administrative and Fiscal Services and then as the Vice Provost for Academic Resources. 

She advised the UNT Provost on budgetary, human resource, space management and information system matters. She was also the chief budget officer for a more than $200 million budget and chief academic human resources officer for more than 1,000 full-time equivalent faculty positions and more than 750 full-time equivalent staff positions. Prior to joining the Provost’s office, Asher was Associate Director of UNT Human Resources, a unit that she worked in for more than 13 years.

Asher is a certified Senior Professional in Human Resources and holds a bachelor’s degree in accounting and an MBA in human resources management from UNT.  She is currently pursuing her Ph.D. in Information Science at UNT and is in the final stages of completing that degree. She is the President of the Texas Higher Education Human Resources Association and a member of the Society of Human Resources Management, the Colleges and Universities Professional Organization for Human Resources, and the National Association of College and University Business Officers.

Eva Burnett joined the Office of the Vice Chancellor for Finance in April 2012. She currently serves as the Budget Director for UNT System where she oversees the development and administration of the annual operating budget, leads the preparation of the biennial request for legislative appropriations, and provides guidance and support to executive management and UNT campuses.

Eva comes to UNT System with over 16 years of accounting experience. Prior to joining UNT System, she worked in various managerial roles for a combined 12 years at the University of Texas El Paso, the University of Texas at Tyler, and the University of Texas at San Antonio. Her higher education experience encompasses areas in budget, financial reporting, payroll, and contracts and grants. She holds a Masters of Business Administration and Bachelors of Business Administration in Accounting and Finance from the University of Texas at El Paso.

Michael Di Paolo joined the UNT System as the Associate Vice Chancellor and Chief Information Officer (CIO). In this role he leads all Information Technology services across the 3 campuses comprising the system. Michael will be working closely with the Vice Chancellor of Finance and the new Associate vice Chancellor for Business Services to improve business processes in the new Business Services Center. He will also be working closely with the various campus CIO’s. Michael’s role spans all aspects of information technology — from strategy, planning and budgeting to the day-to-day delivery of services. 

Prior to assuming his current role, Michael provided IT consulting services to higher education, local government, non-profit and private sector organizations. In addition to consulting, Michael’s experience includes leading university, local government, and state-level IT organizations. He has served as an IT Director and CIO in Tallahassee, Florida and Fort Worth, Texas, as Chief of Computer Data Systems for the State of Florida, as well as several technology leadership roles at the Florida State University. Additionally, he served multiple years as chairman of a national Telecommunications and Information Task Force representing the 50 largest local governments in the nation. Michael has been a leader in introducing customer services and business practices to IT organizations.

Michael is excited about his role in the UNT System and looks forward to the challenges of the job.  He is married with two daughters, one of whom is a student at UNT. His other daughter graduated from Texas A&M University. Michael’s wife teaches in a Disciplinary Alternative Education Program. Michael has both Bachelor and Master of Science degrees from The Florida State University.

   
Gudalupe Montoya

Guadalupe joined UNT System in June 2010 after 22 years in the hotel industry. Prior to joining the University, Guadalupe held the position of Executive Administrative Assistant for the General Manager and the Executive Committee Members at the Hilton Houston North Hotel, serving the Hilton hotel guests and associates to the highest degree of hospitality. She also served as Training facilitator for various training sessions. Through several community service organizations, she had the opportunity to serve in the Executive Board of Directors as a Secretary for the Montgomery County Women’s Center, as well as Chair person for the Scholarship committee. Member of the Montgomery County Hispanic Chamber of Commerce, member of the American Translators Association and active volunteer for the Community Clinic. Awarded Volunteer of the year for the Montgomery County Women’s Shelter, employee of the year for Hilton Hotel.

Guadalupe was born and raised in Mexico City. She attended Julio Sierra Academy where she obtained her certificate as Bilingual Secretary and Business Administration.
Guadalupe is excited about the opportunity to work and learn all about the UNT System.

Orkun Toros joined the Office of the Vice Chancellor for Finance as a Senior Financial Analyst in August 2010. He holds a B.Sc. degree in Mathematics from Hacettepe University in Turkey and an MBA from Southeastern Louisiana University. Prior to joining the UNT System, Orkun held managerial positions in financial administration and human resources at Student Financial Aid and Human Resources departments of Texas A&M University and worked in the information technology field at an IT consulting firm. Orkun is a Certified Project Management Professional through Project Management Institute and he greatly enjoys critical thinking, problem solving and team work that the projects bring to the table.

   
John Wickersham

John joined the UNT System as part of the UCD staff in October 2007. In September 2010, he transferred to the UNT System Office of the Vice Chancellor for Finance. Prior to coming to UNTS, John worked for the City of Dallas for 28 years in a variety of positions in facility operations and maintenance such as Electrical Supervisor in the Dallas Water Department, supervising repair and maintenance of high voltage motors, conductors, and switchgear; Building Manager of the Meyerson Symphony Center, the Dallas Central Library, and the Dallas Fire Department; Master Electrician and ultimately Operations Manager of the Dallas Convention Center; and Facility Manager at the Dallas Zoo overseeing operations and maintenance of buildings and grounds.

He is excited to see the growth and changes that are taking place in the UNT System, and especially the changes in the UNTS building, and the opportunity to play a part to help the System move forward.
