The Angelina College Procurement Assistance Center (ACPAC) was established by Angelina College on 1 July 1992, with the assistance of Congressman Charles Wilson of the former 2nd Congressional District. ACPAC is a non-profit organization that assists the businesses of East Texas (Texas Forest Country) in competing for and wining government contracts from the federal, state, and local government agencies.
ACPAC, which serves as a Procurement Technical Assistance Center (PTAC), is funded in part through a cooperative agreement from the Department of Defense (DOD) through a program that is administered by the Defense Logistics Agency (DLA). The content of any written materials or verbal communications of the PTAC does not necessarily reflect the official views of or imply endorsement by DOD or DLA.

COC Information
In 1986 the US Department of Defense (DOD), through the Defense Logistics Agency (DLA), awarded a Cooperative Agreement to the El Paso Community College to operate a Procurement Technical Assistance Center (PTAC).
To advance the DOD’s efforts to increase competition in the private sector to satisfy its requirements for products and services, DLA provides assistance by sharing the cost of establishing and maintaining programs such as the El Paso Community College’s Contract Opportunities Center (COC).
The COC provides specialized and professional assistance to individuals and businesses seeking to learn about contracting and subcontracting opportunities, who are actively seeking contracting and subcontracting opportunities and/or performing under contracts and subcontracts with DOD, other federal agencies, or state and local governments.

Small businesses have been an integral part of America’s economic growth and development. Because of this, to insure continued growth, we must focus on this uniquely American phenomenon and maintain a productive and educated work force that contributes to the overall success of all businesses.
The mission of the Contract Opportunities Center is to promote business development by providing procurement technical assistance throughout the County of El Paso. The Center is committed to assisting and motivating businesses - with emphasis on small, minority, women-owned, veteran-owned, small disadvantaged and HUBZone certified - toward market expansion and job creation through active pursuit of government contracting opportunities to include federal, state, county, municipal, educational institutions including their prime contractors.

Services provided by CTPC include training, One-on-One counseling, Bid Match Service and Network Opportunities.
Training:
Government Contracting, Bid Preparation, Navigating the Internet for Procurement Information, Sub-Contracting with the large Prime Contractors and many other related government contracting related subjects. Most training is free.
One-on-One Counseling:
Meet with one of our counselor who will help you conduct historical research on prior contracts to determine who is purchasing your product or service, who has been winning past contracts, and at what price. Counseling is always free.
Bid Match Service:
We will establish a search profile, using information relative to your mission goals. The system will search new opportunities each day, for solicitations that correspond to your profile. The search includes most federal, state, and many local government websites for open procurement opportunities. You will receive a daily notice by email. To recoup some of the cost of the service, a nominal charge of $120 per year is charged after receiving notices for a 90 day trial period.
Network Opportunities:
CTPC sponsors, co-sponsors and participates in numerous procurement related network events each year. These events help provide access to agency buyers, and other key individuals who may become potential consumers of your product or service.

The Texas Department of Licensing and Regulation is the state's umbrella occupational regulatory agency responsible for the reguation of 29 occupations and industries. The regulated industries are diverse, ranging from boxing to electricians, from elevators to auctioneers.
MBDA provides funding for a network of Minority business centers located throughout the Nation. The Centers provide minority entrepreneurs with one-on-one assistance in writing business plans, marketing, management and technical assistance and financial planning to assure adequate financing for business ventures.
The Centers are staffed by business specialists who have the knowledge and practical experience needed to run successful and profitable businesses. Business referral services are provided free of charge. However, the network generally charges nominal fees for specific management and technical assistance services.
Working through our network of business centers, MBDA strives to create a new generation of minority-owned businesses generating $100 million in annual revenues. Our strategic focus is to maximize job creation and global competitiveness for minority-owned businesses and to foster innovation and entrepreneurship with minority-owned businesses in high-growth industries.
The MBDA Business Center located in El Paso, TX is operated by the El Paso Hispanic Chamber of Commerce. The center is part of a national network of funded centers located in major cities throughout the United States. The center works with minority business enterprises to generate increased financing and contract opportunities and to create and retain jobs.
Performance Overview
In FY2011, MBDA helped Texas minority-owned businesses obtain 73 contracts totaling $352,867,448 and $64,582,851 in capital through 50 financial transactions.
For clients with gross annual revenues of $500,000 or more, MBDA Business Centers completed 100 transactions totaling $200,288,979. For clients with annual gross revenues below $500,000, MBDA Business Centers completed 23 transactions totaling $217,161,320.
MBDA assisted Texas minority-owned businesses in creating 521 new jobs in FY2011.

The San Antonio MBDA Business Center is dedicated to helping the minority entrepreneur flourish and grow in today's marketplace.
Part of the UTSA Institute for Economic Development and the MBDA network, the San Antonio Business Center has a proven track record of service and advocacy in the minority business community. In operation since 1982, the center has served over 3,500 clients, assisted in procuring over $170 million in contracts, and aided in securing over $185 million in loans and bonds.
The center and its staff have received numerous awards, citations, and proclamations from a variety of organizations over the years in recognition of their outstanding support of the minority community. Most importantly, our clients often refer new businesses and individuals to the Business Center.

PTAC provides technical services through trainings and one-on-one counseling to persons interested in obtaining contracts with local, state, and federal governmental entities. PTAC helps businesses obtain state and federal certifications and understand the contracting process.
The Procurement Technical Assistance Program (PTAP) was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the government marketplace. The UTPA PTAC has been in existence since 2009 and we have helped in obtaining over $8 million in contracts!
Administered by the Department of Defense Logistics Agency (DLA), the program provides matching funds through cooperative agreements with state and local governments and nonprofit organizations for the establishment of Procurement Technical Assistance Centers (PTACs) to provide procurement assistance.

The Comptroller of Public Accounts is charged with the administration and collection of state and local sales tax from businesses operating in Texas, and also collects any franchise taxes owed by Texas corporations. The Secretary of State (SOS) is responsible for the receipt, filing and permanent maintenance and retention of documents that create or affect business organizations and non-profit entities. Most businesses must be registered with the SOS. The SOS provides resources for determining a legal structure for a business, as well as conducting a name search to ensure that no other business is filed under your business name.
The Texas Veterans Commission (TVC) offers employment services to Texas veterans and helps employers find qualified veteran job applicants. Our vision is that every veteran and eligible veteran spouse in the State of Texas has access to long term and meaningful work. To bring that vision into reality, TVC-Employment Services provides sound job coaching and pathways to overcome employment barriers. In conjunction with assisting our Veterans, our Veterans Employment Representatives (VERs) work diligently to communicate and assist employers with understanding the unique benefits and simple procedures involved with hiring Texas Veterans.

But Navigating the complicated world of government contracting is a time-consuming process that can be overwhelming - especially when you've never gone through it before. Fortunately, we are here to help.
WHERE TO START Landing a government contract involves many steps, including registration and paperwork, reviewing and understanding bidding guidelines, and most importantly, how to get paid. We can help you understand what is needed and how to do it. If you are interested in working with the government, you'll want to set up a face-to-face meeting with our procurement consultant to identify how your business should be certified and registered. If you are a disabled veteran or a woman, we can help you register as a disabled, veteran-owned business or a women-owned business. We provide the information to let you know what you are eligible to be certified for.
