Requirements for Contracts, Grants and Cooperative Research and Development Agreements

Information in this section is relevant to the investigator submitting an Animal Use Appendix to USAMRMC. As the ACURO office reviews the Animal Use Appendix, there are common areas that frequently require additional information or clarification. We have tried to highlight those areas in this section.

USAMRMC - Broad Agency Announcement (BAA)

The U.S. Army Medical Research and Materiel Command’s (USAMRMC) mission is to provide solutions to medical problems of importance to the American warfighter at home and abroad. The scope of this effort and the priorities attached to specific projects are influenced by changes in military and civilian medical science and technology, operational requirements, military threat assessments, and national defense strategies. The extramural research and development program plays a vital role in the fulfillment of the objectives established by the Command.

The Broad Agency Announcement (BAA) is intended to solicit research ideas, and is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in the Federal Acquisition Regulations. This Announcement provides a general description of the Command’s research programs in Section A, including specific areas of interest; defines the evaluation and selection criteria in Section B; and provides proposal preparation instructions and formats in the Appendices. Research proposals are sought from educational institutions, nonprofit organizations and private industry. This is a continuously open announcement, which is periodically revised. BAA - APPENDIX for Research Involving Animals

Investigators submitting proposals that involve the use of animals must complete the Animal Use Appendix of the BAA. Investigators should thoroughly complete the Animal Use Appendix to prevent any delays in the processing of the proposal. To aid the investigator in the completion of the Animal Use Appendix, notes are provided delineating common findings by the ACURO that require additional information, justification or clarification. If there are subcontractors using animals in the proposal, please see item 10 of the Animal Use Appendix.

The DOD Directive 3216.1, dated April 17, 1995, provides policy and requirements for the use of animals in DOD-funded research. The DOD definition of animal is any live nonhuman vertebrate. These requirements may differ from those of other funding agencies. All items in the Animal Appendix must be addressed in a proposal appendix entitled "Research Involving Animals."
