We have participants from nearly every state in the Union, and foreign countries as well. When a good solution is presented our interest is pursuing the technology — submitter market share plays no role in source selection.

BAA solicitations, posted on the BIDS site, are available to submitters world wide. June 28, 2010 BAA 09-Q-4554 Navy: The Personnel Protection Subgroup awarded a $605,633 contract to Armorworks, Inc. to develop a canine armor system that provides NIJ Level III ballistic protection that does not hinder the animal’s movement.

June 24, 2010: The Improvised Device Defeat Subgroup awarded a $1,459,934 contract to Black-I Robotics to develop an Affordable Robust Mid-Sized Unmanned Ground Vehicle.

June 21, 2010: The Physical Security Subgroup awarded a $100,000 contract to Adaptive Imaging Technologies Ltd. to develop a high-level design of a resolute persistent surveillance camera for short-range applications.

June 16, 2010 BAA 09-Q-4554 Navy: The Investigative Support and Forensics Subgroup awarded a $381,312 contract to Cognitive Consultants International Ltd to study, research, and evaluate the protocols and procedures used in friction ridge examinations and analysis to determine their efficiency and where vulnerabilities and biases may exist.

June 9, 2010: The Personnel Protection Subgroup awarded a $25,090 contract to Patriot Outfitters to deliver an ultra concealable body armor and covert ceramic plate for operational evaluation.

June 4, 2010: The Tactical Operations Support Subgroup awarded a $1,406,090 contract to QinetiQ, Inc. to develop a low-profile gunshot detection system capable of detecting and providing geo-location information of the origin of a gunshot.

May 26, 2010: The Tactical Operations Support Subgroup awarded a $2,192,279 contract to Soltam Systems for the development of a mortar targeting system with an integrated fire control system that provides rapid firing solutions and translates that to auto-laying of either a 120 millimeter or 81millimeter U.S. standard mortar tubes.

May 19, 2010 BAA 08-Q-3033 Navy: The Improvised Device Defeat Subgroup awarded an $115,374 contract Ordnance Holdings, Inc. to develop an advanced Telescoping Manipulation System.

May 17, 2010: The Tactical Operations Support Subgroup awarded an $881,139 contract to Battelle Memorial Institute to develop a maritime breaching characterization handbook supplement to the TOS-developed Tactical Breaching Characterization Report and Handbook.

May 17, 2010: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $69,052 contract to Avir, LLC. The developer will provide a ChemSight detection system and training and support for the Autonomous Rapid Facility Chemical Agent Monitor (ARFCAM) program. The Avir ChemSight will be included in the ARFCAM independent test and evaluation program. The Avir, LLC team will be available for reach back support, if necessary, throughout the testing process. This project was financially supported by the Department of Homeland Security.

May 14, 2010 BAA 09-Q-4554 Navy: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $2,794,395 contract to Thermofisher Scientific (formerly Ahura Scientific, Inc.) for the development of an orthogonal detector system for detection, identification, and quantification of chemical warfare agents and toxic industrial chemicals at immediately dangerous to life or health concentrations or lower. In an effort to streamline operations and reduce overall cost, teams require a single detector to meet the varied detection needs. The single detector will have the capability of providing a secondary confirmation for chemical identification based upon complementary detection techniques. This capability will greatly reduce the false positives found in field operations.

April 30, 2010: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $548,484.30 contract to Lion Apparel, Inc. for the development of an improved chemical protective ensemble certified to the National Fire Protection Association 1994 Class 2 ensemble standard. This award builds upon previous awards for the development of the Improved Chemical Garment and adds features identified by user field trials.

April 29, 2010 BAA 09-Q-4554 Navy: The Tactical Operations Support Subgroup awarded a $258,972 contract to Perception IR, LLC to develop a backlit magnetic wrist compass.

April 26, 2010 BAA 09-Q-4590 Navy: The Human Social Culture Behavior Modeling Program awarded a $1,353,443 contract to Oculus Info Inc. to develop an innovative, nonproprietary visualization framework that permits the appropriate interaction, exploration, and visualization of key elements of sociocultural modeling information based on both user and task requirements. This framework will permit development and integration of third-party visualization components and support models working at multiple operational (and data) levels (e.g., strategic, tactical, sub-tactical).

April 26, 2010 BAA 09-Q-4590 Navy: The Human Social Culture Behavior Modeling Program awarded a $12,844,609 contract to Lockheed Martin Advanced Technology Laboratories and an $18,169,312 contract to BAE Systems. Both contracts were awarded to develop a scalable and reconfigurable end-to-end integration framework to enable disparate data and sociocultural models to interoperate with each other and with historical and emergent data to support command-level intelligence analysis, planning, and decision making.

April 20, 2010 BAA 09-Q-4554 Navy: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $338,983 contract to Avon Protection Systems, Inc. for the development of an integrated self-contained breathing apparatus (SCBA) Compact Demand Valve technology with a new Powered Air Purifying Respirator (PAPR) methodology to deliver a universal hose connection system. This will provide a standard interface connection for both SCBA and PAPR systems to be use used in combination for increased protection and mission time.

April 19, 2010 BAA 09-Q-4554: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $430,002 contract to Pitney-Bowes to develop a best practices guide on the most efficient and effective processes and procedures to handle and screen mail entering government facilities for biological, chemical, radiological, and explosive threats. This will also include all handling and screening processes up to, but not including, the opening of the mail. This product will be based upon the combination of a literature collection, interviews, and reviews of ongoing mail-screening operations. The guide will identify commonalities and will include the collection, prioritization, and consensus of best practices and lessons learned from a group of government and industry experts.

April 13, 2010 BAA 09-Q-4554 Navy: The Training Technology Development Subgroup awarded a $1,567,488 contract to Quantum Signal, LLC to develop a PC-based tactical driving simulator and scenarios to train and evaluate decision making skills necessary for protective details transporting VIPs and responding to threats.

April 1, 2010: The United Kingdom Ministry of Defence, London, was awarded an $800,000 Government order for Armored Vehicle Crew Survivability for the Personnel Protection Subgroup. Completion is expected by March 31, 2013.

March 24, 2010: U.S. Army Test & Evaluation Command, Aberdeen, Maryland was awarded a $226,497 Government order for the Personnel Protection Subgroup. The U.S. Army Test & Evaluation Command will develop a comprehensive test plan and execute testing of the new FIVAK design in accordance with the approved plan. Completion is expected by December 31, 2010.

March 24, 2010: The Explosive Ordnance Disposal/Low-Intensity Conflict Program awarded $629,545 to the Naval Indian Head Technology Division for the development of an explosive ordnance disposal homemade explosives detection kit and training package.

March 18, 2010: The Physical Security Subgroup awarded a $4,853,998 contract to Stolar Research Corporation to produce a man-portable, enhanced ground penetrating radar system and an enhanced underground communications system.

March 16, 2010: Wayne State University, Detroit, Michigan was awarded $884,733 contract for the Personnel Protection Subgroup. A significant source of injuries in a large blast attack on vehicles, ships, buildings, and structures is blunt trauma caused by massive projectile impacts or acceleration into rigid bodies. The objective of this effort will be to quantitatively characterize and test the nature and severity of these types of injuries in sufficient detail to enable prediction of both incapacitation and medical response requirements. Of particular interest are 15 to 1,000 pound projectiles and impact velocities less than 200 miles per hour. The overall goal of the current effort is to validate a surrogate that can quantify the severity of injuries sustained during whole body blast loading. The identification, modification, and ultimately validation of such a surrogate will allow for various loading scenarios and blast mitigating techniques to be properly evaluated. Completion is expected by March 16, 2010.

March 15, 2010 BAA 09-Q-4554 Navy: The Training Technology Development Subgroup awarded a $431,680 contract to Norwich University Applied Research Institutes to develop an undergraduate level course informed by anthropology and sociology as well as Department of Defense doctrine to help the warfighter meet the challenges of persistent irregular conflict.

March 12, 2010: Naval Explosive Ordnance Disposal Technology Division, Indian Head, Maryland, was awarded a $204,405 Government order for the Improvised Device Defeat Subgroup. The Naval Explosive Ordnance Disposal Technology Division was awarded the order to test the Concept Development Corporation's Carbon 10 IED Disrupter with the goal of receiving Category 1 approval for explosive ordnance disposal use. Completion is expected by December 30, 2010.

March 10, 2010 BAA 09-Q-4554 Navy: The Personnel Protection Subgroup awarded a $522,819 contract to Logos Technologies, Inc.

March 5, 2010 BAA 09-Q-4554 Navy: The Tactical Operations Support Subgroup awarded a $1,630,205 contract to Persistent Systems, LLC to develop a system that provides a self-healing, ad hoc mesh network for the transmission of real time communications (voice and data) transmission.

March 5, 2010 BAA 09-Q-4554 Navy: The Investigative Support and Forensics Subgroup awarded a $432,134 contract to Analytic Services, Inc. to produce a research-based trace explosive materials reference guide (TEMRG), and a trace explosive materials field guide based on the research collected for the TEMRG.

March 1, 2010 BAA 09-Q-4554 Navy: The Investigative Support and Forensics Subgroup awarded a $302,458 contract to Battelle Memorial Institute to conduct a statistically well-designed study to determine what exploitable evidence remains after the use of render safe tools on an explosive device.

February 25, 2010 BAA 09-Q-4554 Navy: The Investigative Support and Forensics Subgroup awarded a $354,983 contract to ID Scientific for an advanced version of the Log Collector software.

February 24, 2010: The Explosive Ordnance Disposal/Low-Intensity Conflict Program awarded $695,000 to the Naval Facilities Engineering Service Center to develop a rapidly deployable and recoverable mobile port security barrier system that can be deployed from land or a sea vessel to protect against waterborne improvised explosive devices.

February 19, 2010 BAA 08-T-0045 APG: The Physical Security Subgroup awarded a $1,547,204 contract to Quantum Technology Sciences, Inc. to develop a portable seismic-acoustic sensor kit for persistent surveillance and monitoring of underground tunnels.

February 18, 2010 BAA 09-Q-4554 Navy: The Personnel Protection Subgroup awarded a $653,085 contract to Protection Engineering Consultants, LLC. Novel witness materials will be developed and tested in an attempt to find a simple surrogate that can provide an injury base testing metric.

February 3, 2010: The Tactical Operations Support Subgroup awarded a $1,192,306 contract to Trident Systems Inc. for the development of an integrated, man-portable device that combines the ease of use and familiar color display of a commercial off-the-shelf GPS receiver, the real-time tracking of a standard military Blue Force Tracker, and allows for emergency communications.

February 1, 2010 BAA 08-Q-3033 Navy: The Explosives Detection Subgroup awarded a $3,157,232 contract to Quantum Magnetics, Inc. to develop a prototype high energy CT EDS system to reduce the number of shield alarms in checked baggage screening.

January 28, 2010 BAA 08-T-0045 APG: The Chemical, Biological, Radiological, and Nuclear Countermeasures Subgroup awarded a $423,000 government order to evaluate the effects of electronic countermeasures on the function and operation of currently employed commercial off-the-shelf CBRN detectors.

January 8, 2010 BAA 09-Q-4554 Navy: The Training Technology Development Subgroup awarded a $773,858 contract to the Penro Group to develop a standardized squad fires observer training package that includes instructor-led training and supporting publications for the squad leader/observer and his squad to access close air support.

January 8, 2010 BAA 09-Q-4554 Navy: The Personnel Protection Subgroup awarded a $604,825 contract to Analytic Services, Inc. for the development of personal security decision aide tool for the Department of Defense protective services community to use while preparing a personal security vulnerability assessment for high risk personnel.

January 5, 2010: The Physical Security Subgroup awarded a $1,495,090 contract to STS International, Inc. to design, develop, test, and deliver an outpost surveillance system that provides enhanced area surveillance and augmented reaction for a far-forward deployed team and to design, develop, test, and deliver a universal biometric translator that allows "transparent" transfer of information between all fielded biometric devices.
