Position requirements may be waived in exceptional circumstances. This section provides information and guidance on position and tenure waivers.
Approving Authority The Position Requirements and Tenure Waiver must be signed by a) the authorized management official requesting the waiver and b) the authorized management official approving the waiver. Any waiver of a Key Leadership Position (KLP) or tenure requirements must be approved by the Component Acquisition Executive (CAE). However, all waivers must be prepared by an authorized management official, with employee personal information obtained from the employee's official record on file.
Waiver Process All position requirements and tenure waivers must be documented on the Position Requirements and Tenure Waiver form (DD 2905). The waiver must identify the specific standards or tenure that is being waived and explain the circumstances justifying the waiver. The position requirements waiver must also address the individual’s ability to perform successfully in the position without meeting the standards.
Waivers apply to a single position. They do not overlap when that person moves from one AT&L position to another AT&L position. One exception to this rule is when waiving the requirement for a contracting officer’s warrant. In that case, the waiver is valid only for the particular warrant for which it is granted.
Position waivers are processed at the time of the assignment, except under the following conditions:
