Helicopter Safety Advisory Conference (HSAC)

New Orleans, Louisiana

Christopher Tracy, an Aerospace Engineer in Volpe's Aircraft Wakes and Weather Division will participate in the upcoming HSAC, a forum for the open communication between a wide spectrum of individuals, corporations, government agencies and others to promote safe procedures in the operation of rotary-winged aircraft. The conference motto is "Safety through Cooperation." As part of an update on ADS-B led by FAA, Mr. Tracy will brief on Traffic Situational Awareness with Alerts (TSAA), an ADS-B application that provides alerts to aircraft pilots when there is an increased risk of mid-air collision. ADS-B is one of the most important, underlying technologies in the FAA's plan to transform air traffic control from the current radar-based system to a satellite-based system.

David Y. Jeong, Ph.D., Mechanical Engineer, Structures and Dynamics Division at the Volpe Center will speak on Cracked Up – Broken Rails are Serious Business

In 2011, the Class I railroads operated trains on over 112,000 miles of track in the United States. Rails represent a majority of the railroads' capital assets. Moreover, railroads spend a significant part of their budget maintaining rail. Based on statistics collected by the Federal Railroad Administration, broken rails accounted for nearly one-third of all track-caused incidents in 2011. The consequences from broken rail derailments can be severe.

The Volpe Center has been providing technical support to the Federal Railroad Administration (FRA) by conducting track safety research since the 1970s. One area of long-term research is rail integrity, which deals with the prevention and control of rail failures. Broken rails, or rail failures, generally occur as a result of metal fatigue. That is, fatigue cracks develop and grow in the rail steel from cyclic forces caused by the repeated passage of trains over the rails. Volpe Center research, in support of FRA, has concentrated on understanding the mechanics of metal fatigue and crack growth. This research has led to the development of guidelines to schedule periodic rail tests, or nondestructive inspections of rail, to search for fatigue cracks before they grow to sufficient size to cause rail failure. The topics that will be discussed in this presentation will include: recent accidents caused by broken rail derailments, Volpe Center rail integrity research accomplishments, and future challenges.

Human Factors and Ergonomics Society (HFES) Conference

Matt Isaacs of the Volpe Center's Surface Transportation Human Factors Division will participate in a panel session at the 2012 Human Factors and Ergonomics (HFES) national conference in Boston, Massachusetts. The panel discussion is titled "Reducing Major Rule Violations in Commuter Rail Operations: The Role of Distraction and Attentional Errors" and it will focus on the evaluation of a new rail engineer training program which the Massachusetts Bay Commuter Rail (MBCR) expects to deploy in 2013. Matt Isaacs will discuss how the Federal Railroad Administration's (FRA) Cab Technology Integration Laboratory (CTIL) was used to support the validation of the training and how CTIL can be used as a way to bring together the rail industry and scientific researchers to further transportation safety. Other panel participants include Dr. Raja Parasuraman of George Mason University; Dr. Don Fisher, Chair, Mechanical and Industrial Engineering Department of the University of Massachusetts in Amherst; and George Elsmore of Veolia Transportation, majority shareholder of the MCBR. The HFES Conference allows human factors professionals from across the country to discuss the latest research practices being used in many technological fields.

Safety Pilot Deployment Launch

The task force is co-chaired by Dr. Kathy Abbott, Chief Scientific and Technical Advisor for Flight Deck Human Factors at the Federal Aviation Administration (FAA) and Brian Will, B-777 Program Manager at American Airlines. Participants from the FAA, domestic and overseas airlines, the aerospace industry and research organizations will attend. Presentations cover a wide range of topics including performance-based navigation issues, as well as on communications and surveillance. Dr. Chandra leads the Instrument Procedures research program that is conducting human factors research related to performance-based navigation.

The webinar is brought to you by the ITS Professional Capacity Building Program (ITS PCB) at the U.S. Department of Transportation's (US DOT) ITS Joint Program Office, Research and Innovative Technology Administration (RITA). Terry Regan of the U.S. Department of Transportation's Volpe Center will host the webinar.

As IT developments have advanced rapidly in the last 20 years, so have the capabilities of transit properties, particularly the use of automated scheduling tools. IT-based systems for minimizing vehicle counts and cutting operator runs are now commonplace in the industry. The next steps in this evolution are modules which can be deployed to expand from purely service planning and scheduling functions to other transit departments, chiefly operations. This webinar explores issues associated with the procurement and assimilation of large-scale IT projects at five transit agencies in the Pacific Northwest; King County Transit in Seattle will be the featured transit property during this webinar. Both the risks and payoffs are substantial in large-scale IT projects. A common IT platform across departments has benefits, such as increasing data integrity and reducing development costs. Some of the challenges are substantial customization and complicated data integration. However, the endgame for many transit agencies today is an integrated IT platform for scheduling, operations, payroll, maintenance, and employee performance and discipline. The goal of this webinar is to provide a roadmap highlighting the risks and benefits of large-scale technical projects and the associated business culture transformations.

2012 Federal Railroad Administration Research and Development Research Review

Dr. Stephen Popkin, Director of the Volpe Center's Human Factors Research and System Applications Technical Center, will participate as a discussant on a panel focused on railroad fatigue measurement, modeling and management with an emphasis on the need for data on work and sleep (diary data) and fatigue model outputs to make sense of that type of data.

Dr. Gina Melnik and Mr. Matthew Isaacs of the Volpe Center's Surface Transportation Human Factors Division will participate in a human factors panel discussion titled "Human Systems Integration and Cab Technology Integration Lab (CTIL)," led by Mr. Michael Jones of the FRA. Dr. Joyce Ranney, will take part in a panel on safety culture and will present results of research on Clear Signal for Action (CSA), a risk-based safety management system. Robert Dorer, Director of the Infrastructure Systems and Engineering Center, Michael Coltman, Chief of the Volpe Center's Structures and Dynamics Division and technical staff members Michael Carolan, David Jeong, Brian Marquis and David Damm-Luhr will also participate in the review.

7th Annual Federal Transit Administration (FTA) Drug and Alcohol Program National Conference

In support of the FTA, Volpe Center staff member Eve Rutyna of the Surface Transportation Human Factors Division is organizing the 7th Annual FTA Drug and Alcohol Program National Conference. This conference will provide participants with knowledge of Procedures for Transportation Workplace Drug and Alcohol Testing Programs (49 CFR Part 40) and Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operators (49 CFR Part 655).
