Dr. Joyce Lutrey is the current Area Superintendent for Curriculum, Instruction, and Assessment for the Department of Defense Education Activity Pacific.

DoDEA Pacific provides a comprehensive preK-12 education to the children of United States military and eligible civilian personnel families serving throughout Asia. The 47 schools in DoDEA Pacific are comprised of approximately 23,000 students and 4,200 professional educators and support staff. The schools are geographically organized into four districts: Guam, Japan, Korea, and Okinawa.

Lutrey manages and supervises the Area Office educational staff and district superintendents for the Pacific.  She also assists in directing the development of the professional competencies of staff and works in concert with DoDEA's headquarters staff to co-lead on educational reform agendas focused on continuous, sustainable student achievement.

Lutrey previously served as the Superintendent of Higley Unified School District in Gilbert, AZ from 2004 to 2009.  Prior to that, she was the Superintendent of Fruitport Community Schools, Fruitport, MI.  Lutrey was the principal of three schools in Michigan: Saline Middle School, in Saline; Strong Junior High School in Melvindale-Northern Allen Park; and Thurston Elementary in Ann Arbor.  Prior to her time as a principal, she was a middle/high school science and mathematics teacher for 20 years in the Ann Arbor Public Schools.

Lutrey earned her Bachelor of Science degree in Education, General Science and Psychology from the University of Michigan, and her Master of Arts degree in Curriculum and Instruction from Eastern Michigan University.  She also earned a Specialist of the Arts degree and a Doctorate of Educational Leadership from Eastern Michigan University.
