WHS Telework Program

From reducing commuting costs and time, to improving recruitment and retention by offering employees more convenient work arrangements, Telework is a win-win opportunity for both the employee and the organization. Telework keeps Department of Defense (DoD) personnel mission ready. It enhances continuity of operations, and helps to attract and retain employees as well as reduces our environmental impact. Telework works at DoD because teleworkers are more engaged, less stressed and far more productive. It is DoD policy that Telework be actively promoted and implemented throughout the DoD in support of the DoD's commitment to workforce efficiency, emergency preparedness, and quality of life.

Telework is not an entitlement. Eligible and authorized employees can use the program on a regular/recurring schedule, or on an as needed (ad hoc) basis.

The Labor & Management Employee Relations Division administers the WHS Telework Program for WHS and its serviced population. The WHS Telework Coordinator serves as an advisor on Telework matters for the WHS local "Telework Coordinator Liaisons," to ensure Telework policy and procedures are properly applied. The WHS Telework Coordinator can answer questions regarding the DoDI 1035.01, Telework Policy, and implementation of the telework program.

Each serviced organization has a "Telework Coordinator Liaison" to manage your local Telework program. Please reach out to your organization's local Telework Coordinator Liaison to learn more about internal Telework policies as they pertain to your office. To find out who your Telework Coordinator Liaison is please call the Labor and Management Employee Relations (LMER) office at 571-372-3964.

WHS Telework Program Guidance

In accordance with the DoD policy, guidance set forth in the DoDI 1035.01 Telework Policy, requires that employees participating in telework take telework training prior to teleworking. Supervisors should also take part in telework training. Comprehensive OPM telework training courses for supervisors and employees are available on the Learning Management System (LMS).

These Telework Training courses include a practical introduction to telework, tools for deciding whether telework is a good fit for the employee, strategies for teleworking efficiently, and managing interactions with co-workers and customers. Lessons for the trainings include the following:

  • Essentials of Telework
  • Skills and Processes
  • Telework Related Topics
  • Course Review

Employees can access the LMS to view and launch the online training through the LMS catalog.

Returning LMS customers can access the WHS Learning Center through Internet Explorer at: https://lms.whs.mil

Step-by step instructions on how to find this course in the LMS can be found at: http://www.whs.mil/HRD/Civilian/CareerDevelopment/documents/CatalogSearching.pdf

New employees can request LMS account login information at: https://lms.whs.mil/training/Account_Request.htm

Questions regarding the Learning Management System may be directed to the LMS helpdesk.

Timecards should reflect the type of hours worked in accordance to the corresponding codes in the ATAAPS. When an employee is teleworking the designated ATAAPS telework codes are as follows:

  • TW (Regular)
  • TS (AdHoc/Situational
  • TM (Medical)
