Description of Project

The U.S. Department of the Navy has submitted a draft installation master plan for NSA Bethesda located at 8901 Rockville Pike, in Bethesda, Montgomery County, Maryland. Formerly the National Naval Medical Center (NNMC), the federal facility became NSA Bethesda in 2010, and is now home to the Walter Reed National Military Medical Center and other tenants, including the Uniformed Services University of the Health Sciences.

The purpose of the master plan is to provide an installation-wide framework for physical development that covers the requirements of all the installation’s tenants, with the goal of improving installation facilities and standards, and on-site quality of life. The new draft master plan brings the existing 2008 NNMC Master Plan up to date and uses post-Base Realignment and Closure (BRAC) construction conditions as the starting point. The draft master plan identifies a number of potential planned projects for the short term (a time-frame of 10-years) as well as other long term development opportunities.

Associated with the draft master plan, the Navy has also submitted a draft update to the installation’s Transportation Management Program (TMP). The goals of this updated TMP are to help NSA Bethesda continue to reduce traffic, conserve energy, and improve air quality by seeking to further reduce and/or shorten the number of employee single occupancy vehicle trips in the workday commute to and from the installation.

Commission Action Requested
Comments on the draft master plan to be provided at NCPC’s November 1, 2012 meeting.

Expected Date of NCPC Action
The final master plan is anticipated to come before NCPC for review and approval in the spring of 2013.

Historic Preservation (section 106) Consultation Process
This process is currently ongoing between the Navy and the Maryland Historic Trust.
