James “Jim” Hawkins is a member of the Senior Executive Service and a retired Air Force Major General. Currently he serves in the Joint Staff Directorate of Logistics as the Deputy Director for Strategic Logistics, responsible for Strategy, Multi-National Logistics, Capabilities, Analysis & Resources, and Knowledge Based Logistics.
Mr. Hawkins graduated from the U. S. Military Academy in 1973 and was commissioned in the Air Force. He has commanded at the squadron and group levels, twice at the wing level, and at the numbered air force level where he completed 35 years of active duty as the Commander of 18th Air Force. He also served as Deputy Director of the White House Military Office (1995-1997), and as Vice Director of the Joint Staff, Washington, D.C. (2001-2004). In addition, he served as Director of the CENTCOM Deployment and Distribution Operations Center, Camp Arifjan, Kuwait (2004), where he was heavily engaged in the sustainment of all U.S. forces for Operations Enduring Freedom and Iraqi Freedom.
Mr. Hawkins is a command pilot with more than 5,000 flying hours in a variety of aircraft. He was selected to pilot the first flight test of a global positioning system-equipped B-52G over the North Pole in 1985. In August 1994, he served as an instructor pilot on Global Power 94-7, a 47-hour, around-the-world, non-stop B-52 flight - the longest non-combat bombing mission ever flown.
Mr. Hawkins holds a Masters degree in Systems Management from St Mary’s University, and a Bachelors degree in Engineering Sciences from the U.S. Military Academy. He is a graduate of the Squadron Officer School, the Armed Forces Staff College, and the Air War College. He has attended the Seminar XXI-Foreign Political and International Relations program from MIT, the Senior Officials in National Security Program at Syracuse University and Johns Hopkins University, and the Executive Program for General Officers of the Russian Federation and the United States, at the JFK School of Government.
