Welcome to the Department of Defense (DoD) Civilian Leader Development web page. On November 19, 2009, the Department published the DoD Instruction (DoDI) 1430.16, “Growing Civilian Leaders.” This instruction establishes the Department’s policies and procedures for educating, training and developing a diverse civilian leader pipeline. The instruction also incorporates and institutionalizes the DoD Civilian Leader Development Competency Model (framework and continuum) as the blueprint for DoD civilian leader development. All DoD employees, regardless, of position or grade are expected to use the continuum to plan for job and career related professional development.
The framework identifies the leadership competencies that Defense leaders need to meet the complex 21st century national security mission to include a sixth competency, Enterprise-wide Perspective. This competency includes two underlying competencies, Joint Perspective and National Security. The continuum provides a structured and progressive approach to the development of the DoD specific competencies commensurate with increased leadership and management responsibilities.
The DoD competency model (framework and continuum) applies to DoD leaders at all levels. The information on this web site will assist you in assessing your current leadership capabilities and identify training, education or experiential opportunities to develop and enhance your work performance.
