J7– Analysis and Assessments

Comprised of three divisions (Theater Assessments and Analysis, Operational Assessments and Analysis, and Decision Support), the J7 directorate provides independent assessments and analysis of strategic and operational processes and products.

The Theater Assessments and Analysis Division guides EUCOM’s theater strategic assessment process. It consolidates and analyzes theater-wide assessments to determine effectiveness and mission performance, including intermediate military objectives, regional and country campaign plans, and assessing crisis impacts. Its work is crucial to guiding employment of forces, providing a comprehensive joint assessment and providing input to global military planning.

The Operational Assessments and Analysis Division helps develop EUCOM’s theater operational assessment process, developing operational assessments that include appropriate contingency plans, operation orders, executive orders, crisis management, theater-level exercises, and focused assessments. It also manages EUCOM’s theater Defense Readiness Reporting System (DRRS), and conducts the annual EUCOM Joint Mission Essential Task List (JMETL) conference.

Lastly, the Decision Support Division leads the Managers’ Internal Controls Program (MICP) and reports annually to the Office of the Secretary of Defense. MICP protects resources against waste, fraud, abuse and misuse by applying Continuous Process Improvement principles to reduce or eliminate risks, gain efficiencies and increase process effectiveness. With its Decision Support System, it compiles common metrics and analysis from across the theater into an analytic framework and dashboard, highlighting ties between resources, activities and related progress toward EUCOM strategic and operational objectives. It also provides the analysis for EUCOM’s lessons learned initiatives and manages EUCOM’s studies board to review research priorities.
