Army Regulation (AR) 600-85, "Army Substance Abuse Program (ASAP)," March 24, 2006  This regulation governs the ASAP, identifies Army policy on alcohol and other drug abuse, and assigns responsibility for implementing programs.

Army Pamphlet 600-85, "Army Substance Abuse Program Civilian Services," October 15, 2001  This document provides instructions and procedures for implementing ASAP policies as they pertain to Department of the Army civilians, family members, and retired members and family members.

Marine Corps

Marine Administrative Message (MARADMIN) 520/01, "Substance Abuse Prevention," October 19, 2001 This MARADMIN announces the small unit leader training program to reduce heavy alcohol use among Marines and the implementation of DoD drug testing collection software.

Marine Corps Order (MCO) P1700.24B, "Marine Corps Personal Services Manual," December 27, 2001  This Order addresses the policies for personal services available within the Marine Corps Community Services programs, including substance abuse education and drug testing.

MCO 1700.22E, "Alcoholic Beverage Control in the Marine Corps," March 21, 2006  This Order establishes the regulation for the administration of the Alcoholic Beverages Control Program, addressing prevention, minimum drinking age, sale and packaging of alcohol, and the possession and consumption of alcohol in government quarters.

NAVMC 2931, "Substance Abuse Program"  This publication sets forth the Marine Corps policy regarding Drug and Alcohol Prevention and Treatment. 

Secretary of the Navy Instruction (SECNAVINST) 5300.28 D, "Military Substance Abuse Prevention and Control," December 5, 2005  This Instruction addresses the policies and procedures relating to the Department of the Navy Substance Abuse Prevention and Control Program. It pertains to all active duty Navy personnel, Marines, and reserve components.

Office of the Chief of Naval Operation Instruction (OPNAVINST) 5350.4D Series, "Alcohol Drug Abuse Prevention and Control," June 4, 2009  This Instruction series sets forth the Navy policy on alcohol and drug abuse, prevention, and control.

OPNAVINST 5355.3B, "Submarine and Nuclear Propulsion Program Personnel Drug/Alcohol Policy," September 30, 1991 This Instruction revises the Department of the Navy procedures for the disposition of submarine or nuclear trained personnel who are identified as drug abusers or alcohol dependent.

Air Force

Air Force Instruction (AFI) 44-121, "Air Force Alcohol and Drug Abuse Prevention and Treatment Program (ADAPT)," September 26, 2001  This Instruction establishes guidance for the Air Force policy on alcohol and drug abuse prevention and treatment and includes information on commander and first sergeant responsibilities.

AFI 31-501, "Personal Security Program Management," January 27, 2005  This Instruction addresses the parameters of security clearances and the Personnel Reliability Program for Air Force personnel, including restrictions related to substance abuse.
