  WHO MAY FILE A HOTLINE COMPLAINT?


Members of the public and Department of Defense employees (military members, civilian employees, and DoD contractor employees) may file a complaint with the Defense Hotline.

Pursuant to the Inspector General Act of 1978, the Defense Hotline provides an avenue for individuals to report allegations of wrongdoing pertaining to programs, personnel, and operations that fall under the purview of the Department of Defense.

 

  WHAT SHOULD BE REPORTED TO THE DEFENSE HOTLINE?

The below listed violations are examples of what should be reported to the Defense Hotline:

  • Threats to Homeland Defense

  • Unauthorized Disclosures

  • Human Trafficking

  • Bribery and acceptance of gratuities

  • Conflicts of interest

  • Military Reprisal (Violations of the Whistleblower Protection Act involving service members)

  • Violations of the Whistleblower Protection Act involving DoD civilian employees, Defense contractor employees,
    and non-appropriated fund employees

  • Improper referrals of military personnel for mental health evaluations  (See 'Reprisal Complaints' page)

  • Gross mismanagement, abuse, theft, or waste of funds
  • Department of Defense contract and procurement irregularities to include:
    • Cost/labor mischarging
    • Defective pricing
    • Defective parts
    • Bid rigging
    • Product substitution
    • Spare parts overpricing

  • Fraud, Waste, and Abuse of American Recovery and Reinvestment Act of 2009 funds

  CONTACT YOUR LOCAL INSPECTOR GENERAL FIRST


For matters not under the sole purview of the Department of Defense Hotline, a more expeditious route towards resolution of your problem would best be served by first contacting your local, command, service, or agency Inspector General. In most instances, your local Inspector General has direct cognizance, purview, and oversight over programs, personnel, and operations regarding your immediate situation.  In addition to receiving your complaint, they will also be able to guide you to other channels of resolution, where appropriate.
