Supplemental Documents

BOEM developed three supporting documents that describe the analyses conducted for the Proposed Final Program and three additional technical reports that detail the models, data, and assumptions used in those analyses.

Supporting Documents 

• Economic Analysis Methodology for the Five Year OCS Oil and Gas Leasing Program for 2012-2017 (BOEM 2012-022), a paper containing a more detailed description of the methodology used for the Net Benefits analysis as well as a separate discussion of the potential impacts and likelihood of a catastrophic oil spill.
• Energy Alternatives and the Environment (BOEM 2012-021), a paper expanding upon the energy alternatives likely to replace OCS oil and natural gas in the absence of a new program or that might substitute for OCS production over the long run.
• Inventory of Environmental and Social Resource Categories Along the U.S. Coast (BOEM 2012-003), a paper describing the environmental and social resources and activities that could be affected in and near each program area should there be a catastrophic oil spill from OCS oil and gas activities or from tankers carrying additional imported oil.

Technical Reports 

• Forecasting Environmental and Social Externalities Associated with OCS Oil and Gas Development: The Revised Offshore Environmental Cost Model OECM (OECM) (BOEM 2012-025), provides a detailed description of the model used to estimate both the environmental and social costs that would result from OCS activities and the costs that would result from selecting the No Sale Option for one or more program areas.
• Consumer Surplus and Energy Substitutes for OCS Oil and Gas Production: The Revised Market Simulation Model (MartketSim) (BOEM 2012-024), provides detailed information on the model that calculates consumer surplus from a new OCS program and the energy market substitutes that would be necessary to fulfill energy demand should a new OCS program not be approved.
• Update of Occurrence Rates for Offshore Oil Spills (BOEM 2012-069), a paper documenting revised oil spill occurrence rate estimates used in the Programmatic EIS and some of the models and analyses supporting the Proposed Final Program.
