National Security Directive (NSD) 42 specifies the membership of the CNSS and consists of representatives from 21 U.S. Government Departments and Agencies that are given voting privileges for all CNSS activities.
In addition to the main membership of the CNSS, there are 13 Observers to the Committee with additional Observers to the Subcommittee. Observers are also permanent and participate in CNSS Committee or Subcommittee meetings, as appropriate, as non-voting members. They provide comments and suggestions on all actions staffed for coordination and participate in other activities as appropriate.
