The Connecticut Department of Energy and Environmental Protection (DEEP) is tasked by state statute (22a-602) to manage EPCRA data for the Connecticut State Emergency Response Commission (SERC). DEEP prefers that each facility use EPA's Tier2Submit software application for the current reporting year. DEEP will accept Tier2Submit electronic file submissions via email attachment to dep.ctepcra@ct.gov, or submissions on cd with one zipfile submission to SERC address with a company cover letter and label on the CD, or paper through regular mail. DEEP will reply in kind to submissions (of Tier2Submit electronic files only) made by email with an acknowledgment of receipt only, if one is requested. Kentucky Tier II Reporting Requirements

The Tier II Report Forms and fees are due annually by March 1.  Please note:
A late fee may be charged for those submissions received after March 1. 

EPCRA allows the exact location of hazardous substances at a facility to be
kept confidential.  Facilities wishing to keep this information confidential
must submit a hard copy of the Tier II Confidentiality Form (PDF-325KB).
Companies operating multiple facilities are requested to submit a hard copy
of the Multiple Facility Form (PDF-174KB) in addition to the Tier II form and
fees.

Please e-mail electronic copies of the Tier 2 Submit form and any additional
forms to kytier2reports@ng.army.mil  or karen.s.ashby@us.army.mil , and mail
fee payments to the address below.  Appropriate fee payment must be received
by the KYERC in order for the submission to be recognized as official.

We will also accept hard copy of Tier II and other forms or CDs of electronic
Tier 2 submit files along with the appropriate payment at:

Most LEPCs and Fire Departments require a hard copy report.  However, the
Fayette County (Lexington) and Jefferson County (Louisville) LEPCs require

submissions by e-mail to jim.bottom@louisvilleky.gov.

Tennessee Tier II Reporting Requirements

Tennessee has no State requirements beyond the Federal requirements. There is no fee to report.
Reports are due the 1st of March the following year (so, the reports for 2011 are due 1/March/2012).

In TN you may report on paper by sending a "hard copy" report to:

Or, you may report electronically on the E-Plan website: https://erplan.net/eplan/login.htm - just follow the link at the top of the page "for reporting companies" (in red) – you don’t need a user ID and Password to start.  If you have trouble with the website you may notice a link on the left side of the page for "online training" or use the "contact us" link at the top and bottom of the page to contact the webmaster.

The E-plan website has common MSDSs in a digital library; so, attaching additional MSDSs is unnecessary for many common chemicals.  Reporting facilities may also attach contingency plans, maps, photos, etc. in the "additional information" section.

As of 1 March 2014 (reporting year 2013) The State Emergency Response Commission will only accept electronic submissions through E-plan; after which, no paper reports will be accepted.

Currently only Rutherford Co. requires reporting through E-plan.

Texas is requiring facilities to use Tier2 Submit 2011 and requests that
electronic Tier Two data files (created out of the Tier2 Submit Software,
not scanned pdf or word documents) be submitted via email to
T2Sdatafiles@dshs.state.tx.us.  Please include a contact name and
telephone number in the body of the email for reference.  If emailing is
not an option, then electronic data files may be submitted on CD or
floppy disk via U.S. mail.  To avoid confusion, please do not send
duplicate submissions of your Tier Two Report in any format with your
filing fee.  The TXT2 Number must appear on the Tier2 Submit State
Fields screen, the check or money order for the fee payment, and in the
email subject line.  Fee payments must be sent by U.S. Mail to the
address provided on the Filing Fee Payment Form.  Go to

Utah Tier II Reporting Requirements

The Utah Department of Environmental Quality (UDEQ) is tasked by state statute to manage EPCRA data for the Utah State Emergency Response Commission (SERC). UDEQ prefers that each facility use EPA's Tier2Submit software application for the current reporting year. UDEQ will accept Tier2Submit electronic file submissions via email attachment, or submissions on diskette, or paper through regular mail (UDEQ does not offer on-line direct internet form submission). UDEQ will reply in kind to submissions (of Tier2Submit electronic files only) made by email with an acknowledgment of receipt only. Email acknowledgment does not constitute validity of the data and a followup notification will be made to the facility if UDEQ encounters problems with data. When using the Tier2Submit application, UDEQ requests that each facility enter its Utah Tier II State ID number (A facility submitting Tier II for the first time should contact UDEQ to be assigned a State ID number). The Washington State Department of Ecology manages EPCRA reports and tracks businesses compliance on behalf of the Washington SERC.  All EPCRA reports should be submitted to the address above. Please note the Washington SERC offers a state form at the website above.  The SERC requires actual maximum and average pounds stored.  Also, remember to include to the Washington Community Right-to-Know number on all reports.

We ask Tier Two reporters to use our online reporting application, Tier Two Online. Tier Two Online offers a quick, efficient method of reporting.  It allows reporters to access previously submitted data, to immediately submit reports to the SERC upon completion, and print completed forms for their records and for submittal to local agencies. Does Washington accept Tier2 Submit? Unfortunately, we are not able to accept Tier2 Submit.

For 311 submissions, the SERC prefers a Material Safety Data Sheet (MSDS) List in lieu of copies of each MSDS. This form is available on the website listed above. Check with your Local Emergency Planning Committee (LEPC) for their requirements.
