The Medicaid and CHIP Payment and Access Commission (MACPAC) is seeking a Principal/ Senior Analyst.
About the Commission
MACPAC is a Congressional support agency that provides independent, nonpartisan policy and data analysis on payment, access and other issues affecting Medicaid and the State Children’s Health Insurance Program (CHIP). MACPAC’s charge is to provide objective information to the Congress on Medicaid and CHIP, the federal government’s largest programs providing health care coverage to low-income individuals. Position Summary
Principal and Senior Analysts are subject matter experts in one or more areas of Medicaid and CHIP policy, and conduct policy and data analytic work across program issue areas. Principal and Senior Analysts must have the ability to lead quantitative or qualitative research projects on Medicaid and CHIP issues or programmatic topics and to independently contribute to program evaluation and analyses. Candidates should have specialized experience in one or more of the policy areas below:
- Medicaid and CHIP payment methods and policy;
- The Medicaid prescription drug benefit, including Medicaid prescription drug spending data, utilization and management, and pharmacy payment methodology;
- Access to and quality of health care; or
- Medicaid data sets.
The ability to develop and manage projects, translate work products into meaningful policy analysis, develop and deliver presentations, and write effectively are key factors for successful candidates for all positions within MACPAC.
Major Duties
- Direct, plan, design, develop and conduct quantitative or qualitative research projects on various Medicaid and CHIP topics, as directed;
- Serve as a project team leader, including project planning for internal and extramural policy analysis and research;
- Evaluate Medicaid and CHIP policies and programs, conduct literature reviews, and develop options for considerations by the Commission;
- Present analyses and other work at regular public meetings before the Commission;
- Translate research, policy and data analytic work into content for two annual reports to the Congress, or other MACPAC products;
- Prepare analyses for technical support of staff of Congressional committees, as directed by the Executive Director;
- Maintain databases and compile statistical reports and data summaries, including graphics and tables that portray data, for use in policy analyses, research papers, briefings, and reports for senior staff;
- Use spreadsheet and statistical software (e.g., Excel or SAS) to conduct statistical analyses, as applicable;
- Prepare analyses of proposed regulations, write issue briefs, and contribute to the preparation of Congressional testimony;
- Coordinate and communicate responsibilities to team members, as appropriate;
- Consult and advises the Executive Director or Deputy Director on critical policies, procedures, and issues that have a major impact on Medicaid and CHIP programs; and
- Perform other duties as assigned (e.g., serve as a Project Officer for external research and policy contracts).
Professional Qualifications
- Principal analysts should have senior level experience working on one or more of the Medicaid and CHIP policy issues as described above, a demonstrated capacity for organizational or staff management, and senior-level experience managing research or policy projects;
- Senior analysts should have experience working on one or more of the Medicaid and CHIP policy issues as described above and a demonstrated capacity for managing research or policy projects;
- Demonstrated expert-level, technical understanding of state and federal Medicaid and CHIP policy and program issues, as well as the ability to apply knowledge outside of subject matter expertise and a willingness to learn about new complex issues relating to Medicaid and CHIP;
- Demonstrated experience in statistics, research methods, economics, health services research, or survey research;
- Strong research, problem solving, and analytic skills, including the ability to analyze and understand health policy trends from the perspective of multiple Medicaid and CHIP policy and program stakeholders;
- Exceptional writing skills, including experience in developing both short issue briefs and memos and longer reports, as well as the ability to explain complicated policy concepts and quantitative results in a concise manner;
- Excellent oral communication and presentation skills;
- Experience working for or with federal, state or local government (preferred);
- Ability to work in teams with a positive, professional, and solution-oriented attitude;
- Experience in managing complex projects and meeting deadlines;
- Advanced Word, Excel, and PowerPoint skills; and
- Experience creating, organizing, analyzing and managing large Medicaid-related data sets and using statistical software (e.g., SAS, Stata, SPSS) (preferred).
Education Requirements
Master’s degree or PhD (preferred) in health policy, health services research, public policy, public health, public administration, statistics, economics, or other related fields.
