- Establishes statutory requirements regarding the protection of civil liberties
- Requires the Department of Defense (DoD) and other Federal agencies to designate not less than one senior official to advise the Secretary on civil liberties matters and to fulfill specific statutory obligations.
- Public Law 108-458, "The Intelligence Reform and Terrorism Prevention Act of 2004, as amended"
- Reforms the intelligence community and the conduct of intelligence-based activities of the United States government
- Establishes the Privacy and Civil Liberties Oversight Board, and provides for a privacy and civil liberties officer within the DoD and other federal agencies

- Governs the conduct of United States intelligence activities, and affirms the Government's commitment to protecting privacy and civil liberties
