Financial Policy and Planning

OCFO Financial Policy and Planning includes functions to:

  • Lead, direct, oversee, and administer financial management activities across the USDA;
  • Serve as the Controller of the Departmental Working Capital Fund (WCF);
  • Monitor Department-wide audit findings and resolutions;
  • Administer debt-collection processes and policies;
  • Coordinate the Department's strategic planning process;
  • Develop USDA's consolidated Strategic Plan;
  • Coordinate the Department's Annual Performance Plan process;
  • Develop the USDA Annual Performance Plan;
  • Establish the system of internal controls;
  • Streamline and enhance reporting and monitor processes to ensure accountability;
  • Implement credit reform and credit management initiatives;
  • Coordinate and develop policies, standards, and programs, and other instructions for cost accounting;
  • Establish travel, cash management, and other applicable fiscal and financial management policies
  • Develop a financial management reporting strategy for USDA;
  • Provide budget formulation and execution leadership for designated offices;
  • Oversee the OCFO's headquarters administrative operation.
