Focuses on the three key processes that must work in concert to deliver the capabilities required by the warfighters: the requirements process (JCIDS); the acquisition process (Defense Acquisition System); and the program and budget development (PPBE) process. Federal Business Opportunities (FBO) is a government wide Internet-based information system for the announcing of government acquisitions. It serves industry vendors by allowing them to search for government acquisition opportunities. It also servers government buyers by providing them with the capability to post solicitations on the Internet. FBO has been designed as a single entry point for vendors to search government acquisition opportunities across departments and agencies. This capability has been achieved by providing easy data exchange between FBO and each agencys electronic procurement system. Even though FBO uses different communication protocols (SMTP, FTP, etc.) for communications, it employs a standard data exchange protocol, which was developed in accordance with Federal Acquisition Regulations (FAR).

Foreign Comparative Testing Program
The FCT Program continues as a key tool for the Department of Defense (DoD) to improve the readiness of the U.S. Armed Forces while strengthening defense relationships through international armaments cooperation. The FCT Program also responds to a growing awareness of the potential value of using nondevelopmental items to accelerate the acquisition process and cut rising development costs.
