The Bureau of European and Eurasian Affairs, headed by Assistant Secretary Daniel Fried, implements U.S. foreign policy in Europe and Eurasia. The Bureau promotes U.S. interests in the region on issues such as national security, NATO enlargement, coordination with the European Union and other regional organizations, support for democracy, human rights, civil society, economic prosperity, the war on terrorism, and nonproliferation.
U.S.-Georgia Charter on Strategic Partnership
Secretary Rice (Jan. 9): "Georgia is a very important partner of the United States, a valued partner. Our relationships rest, of course, on shared values of democracy, on security, on economic prosperity. And this Charter underscores the principles and outlines a way to advance our relationship and our cooperation in defense, trade, energy security, strengthening democratic institutions, people-to-people contacts, and cultural exchanges. Kosovo: Deployment of EULEX
Assistant Secretary Fried (Nov. 26): "The EULEX mission is to help the Kosovo authorities establish a single unitary system of the rule of law throughout the country. Joint U.S.-EU Statement on U.S. Participation in the EULEX Mission in Kosovo
U.S. Assistant Secretary of State for European and Eurasian Affairs Dan Fried signed an agreement October 22 that will allow the U.S. to participate in the EULEX mission in Kosovo. This will be the first time the U.S. has participated in a European Security and Defense Policy (ESDP) mission with the EU. In remarks after the signing ceremony in the EU Council building in Brussels, Assistant Secretary Fried said the U.S. would contribute 80 police officers and up to eight judges and prosecutors to the mission. U.S.-Russia Relations

U.S. Signs Ballistic Missile Defense Agreement With Poland
On August 20, Secretary Rice and Poland’s Foreign Minister Radoslaw Sikorski signed in Warsaw the Agreement Between the Government of the United States of America and the Government of the Republic of Poland Concerning the Deployment of Ground-Based Ballistic Missile Defense Interceptors in the Territory of the Republic of Poland.
