On January 9, 2004, based on a careful review of the available intelligence, the U.S. Department of Homeland Security lowered the threat level to Yellow. Though still concerned about the continued threats, with the passing of the holidays and many large gatherings that occurred during this time, the decision was made to return to the lowered state of Yellow.
