Access to Recovery II (ATR II)The Access to Recovery II (ATR II) program is an initiative to implement a voucher program designed to increase access to substance abuse services and offer participant choice among service providers. The key elements of the ATR II program include an independent assessment, participant choice of service providers, service linkages with faith based and community based organizations, and an electronic voucher method of payment. Funded through the Center for Substance Abuse Treatment (CSAT) in the Substance Abuse and Mental Health Services Administration (SAMHSA), Texas was awarded a three year Access to Recovery II grant in the amount of $4.5 million per year for client services. In Texas, the ATR II program intends to work in conjunction with one or more drug courts in select counties to provide services for substance abusing and dependent Texans in the criminal justice and family justice system. Additionally, grant funds will be used to provide services to people dependent or abusing methamphetamines in those select counties regardless of drug court participation. The ATR II program will operate in Bexar, Burnet, Brooks, Collin, Dallas, El Paso, Fort Bend, Grayson, Harris, Harrison, Jim Wells, Lubbock, McLennan, Potter, Randall, Tarrant, Taylor, and Travis counties. Training for Potential ProvidersPrior to submitting an application for open enrollment, providers must attend an ATR II informational program training to learn about program requirements. Organizations attending the training will receive a certificate of attendance. The certificate will be required when submitting your enrollment application. This training will be at no cost to the provider, however, any costs associated with attending the training shall be the provider’s sole responsibility.
