The following data sets are available either on CD or by FTP. Pricing does not include the cost of CDs and postage. Please note that all data is provided in the original EBCDIC format. Conversion of data and choice of conversion tools is the responsibility of the user. Refer to the Mainframe Data Ordering Information page for further details.
Oil Master
The Oil Master contains the most recent 12 months of production and 14 months of allowable data for each oil lease in the state of Texas. Also included is general oil information pertaining to the individual fields, field allocation formulas and their corresponding factors; general oil information pertaining to the individual leases, gatherers, balancing status, allowable and production information; general information pertaining to individually completed wells and multiple completions, well testing information, allowable and production information. This data is updated daily and is used for producing many of the RRC reports pertaining to oil fields, leases, and wells.

Oil Detail Well, FTP Price: $20.00
The Detail Well file supports the multi-well records on the Oil Master tapes. It contains each detail well and any pertinent information concerning that well. The information in the file includes general oil information pertaining to the individual well, W-10 test data, 14(B)(2) data, and shut-in information.

Gas Master
The Gas Master contains the most recent 12months of production and 14 months of allowable data for each gas well in the state of Texas. Preliminary Oil and Gas Annuals
The Preliminary Oil and Gas Annuals are available for the most recent completed calendar year, beginning in mid-February of the current year. Each file contains 12 months of production information (January through December) from producing leases in Texas during the year. The data also includes allowable information for the same 12 months plus January and February of the current year. Other information relating to fields, leases, and wells is also provided in the file. The format and cost of this data is the same as the Oil and Gas Masters listed in the charts above.
Final Oil and Gas Annuals
Final Oil and Gas Annuals are available for each calendar year 1990 through 2003. Each file contains 12 months of production information (January through December) from producing leases in Texas during the year and includes updates to the information that have occurred since the preliminary production was released. The data also includes allowable information for the same 12 months plus January and February of the following year, including updates that have been filed since the preliminary data was released. Other information relating to fields, leases, and wells is also provided in the file. The format and cost is the same as the Oil and Gas Masters listed in the charts above.
Well Bore Data
Every proposed hole in Texas relating to oil and gas drilling has an API (American Petroleum Institute) number assigned to it. Records for each hole drilled are set up in the Well Bore database by API number. These records contain completion, plugging, formation, and other information related to the well bore. Dummy API numbers have been assigned to old wells drilled prior to implementation of the API numbering technique. Information on the most of the wells ever drilled in Texas is contained in the Full Well Bore file. A 3 Month Well Bore file is also available which extracts all information in the Well Bore database for each API number that had a drilling permit issued for it within the last three (3) months.

Well Data
The primary file of the automated well system is the Well Database. It is an on-line, disk resident file that contains testing and technical information related to oil and gas wells. The file information is made available in two volumes, the oil wells or the gas wells. The Well Database contains allowable, G-10 and W-10 testing/technical information on a well basis for the most recent 26 month reporting period.

Gas Well Status (Monthly G-10)
A Gas Well Status Report (form G-10) must be filed annually or semi-annually for every gas well in Texas. Commission rules determine which month the status/test must be filed. This file contains G-10 test information keyed during a particular month. The 26 Month G-10 Test File contains all the gas test information, including reports filed late, for the most recent 26 month reporting period.

Gas Purchaser Stripout, FTP Price: $ 20.00
Each month the RRC calculates the next month's daily and monthly allowable production rate for every eligible gas well in Texas. The Purchaser Stripout Schedule is used to notify purchasers of the amount of gas to be purchased from each system during the month. This file contains the information found on the Purchaser Stripout Schedule: general identification information for all oil leases producing casinghead gas and all gas wells, monthly casinghead gas limit, monthly gas well gas allowable, monthly gas deliverability, current gas well status, gas field type, gas field allocation code and factors for prorated gas fields, and the top monthly gas well gas allowable.

Field Data
All producing oil and gas wells are assigned to a field for determining production. The field information, as shown on the oil and gas proration schedules, is derived from the Field Database. This file contains information related to all oil and gas fields in Texas. The data on the file includes general oil and gas information pertaining to the individual fields; field rules; field remarks; field allocation formulas and their corresponding factors; 49(b) calculations for 49(B) gas fields; allowable statistics for 26 months; production statistics for 24 months; and A-sheet information, including market demand and capability for gas fields.

Production Data
The Production Database is the primary file of the automated oil and gas production reporting system. It is an on-line, disk resident file that contains information pertaining to oil and gas production and disposition on a lease basis. The Production Database contains 24 months of production data, including commingled production, and 26 months of allowable data, balancing status and capability for gas wells, and oil lease overproduction status.

Historical Ledger
The Historical Ledger database is an on-line disk resident file that contains information related to lease level oil and gas production, product dispositions, and allowables. The Historical Ledger provides monthly oil and gas production by lease for the period January 1993 to 27 months prior to the present date. The data is incremented monthly as the Oil and Gas Roll process "rolls off" selected data from the 26 month Oil and Gas systems such as the Production database above. The Historical Ledger database is updated daily as a result of filed production report (PR) forms relating to the Historical Ledger time period.

All organizations involved in oil and gas activities in Texas are required to file an Organizational Report (form P-5) with the Railroad Commission annually. This file provides information on all organizations that have properly filed the form P-5 with the Commission and includes both active and inactive organizations.

Certificate of Authorization (P-4)
Operators are required to file a form P-4 to establish the operator of an oil lease, gas well, or other well; certify responsibility for regulatory compliance, including plugging the well(s) in accordance with Statewide Rule 14, Plugging; and identify gatherers, purchasers, and purchasers' RRC-assigned system codes authorized for each producing well or lease. Information on the file includes the following: district, field, lease, oil lease/gas well ID, purchaser system, the percent of gas gathered by split connections, the market of the gas, the effective date of the filing, the purpose of the filing, the RRC approval date for the form P-4, and who the gatherers/purchasers/nominators are.

The Railroad Commission issues pipeline permits for common carrier operations within Texas. Permits must be renewed annually. The Underground Injection Control (UIC) Well Inventory System was implemented in January 1980. This file contains information related to all underground injection wells in Texas, including inventory and permit specific data, H-10 monitoring data, H-5 pressure testing data, and UIC enforcement action data. In 1988, a monitoring system was established and enforcement information was added to the RRC automated files for this system.

Oil and Gas Docket, FTP Price: $ 60.00
The Oil and Gas Docket database assists the Commission's legal staff in managing and processing cases before the Commission. It tracks each case from the time an application is received until it is completed. A case may include new field discoveries, exceptions to statewide rules, suspension of allocation formulas, density exceptions, field rules, waste oil movement, etc. The database includes general information pertaining to events or matters requiring decisions by the Commission, such as: applicant/operator, date request filed, dates various actions taken, disposition, type request with general description, legal representative, county, field name and number, and well plugging enforcement actions.

Natural Gas Policy Act, FTP Price: $ 20.00
The Natural Gas Policy Act (NGPA) system contains information on the NGPA Section 107 gas from tight sands, completions below 15,000 feet, devonian shale, coal seams, or geopressured brine in master file and interested party file datatsets. The master file includes operator name and address; well number, lease or well ID number, and district; docket number; and date of first production for the high-cost gas incentive program.
