Licensing by Mail

PLEASE NOTE:

The Texas Racing Commission recently approved occupational licensing fee increases that will become effective on August 1, 2009. All applications
received by the Commission on or after August 1, 2009 will be charged the revised fees. Click here to view the new fee chart.

Applicants for most licenses must go to the licensing office at a pari-mutuel racetrack to be licensed. As a convenience, the Commission offers licensing by mail for owners, trainers, owner-trainers, and multiple owners.

Complete all applicable forms and mail them to the Commission (see "What to Send" below). You will receive an acknowledgment letter from the Commission telling you that your license has been processed. That's it. You do not need a badge unless you want to go to the backside of one of the Texas racetracks. For access to the backside, go to any Commission licensing office at a racetrack with the acknowledgment letter you received from the Commission and proof of your identity and your photo ID badge will be issued.

Owner
An individual who is sole or part owner of record or is the lessor or lessee of a properly registered race animal which the person intends to race in Texas.



A completed license application form.
If applicant is under 18 years of age, the parent or legal guardian must also sign the application.

Fingerprints or a fingerprint reciprocity form.

A check or money order made payable to the TxRC or Visa/MasterCard authorization for the appropriate license fee (§311.5(c)) and the applicable $12 fingerprint fee.*

Trainer
An individual 18 years of age or older who has met the requirements to be a licensed Trainer and who is training one or more horses/greyhound for the purpose of racing in Texas.


A completed license application form.

Fingerprints or a fingerprint reciprocity form.

A check or money order made payable to the TxRC or Visa/MasterCard authorization for the appropriate license fee (§311.5(c)) and the applicable $12 fingerprint fee.*

Proof of current trainer's license in another racing jurisdiction.

Owner/Trainer
An individual 18 years of age or older who has qualified as a Trainer and who trains animals for which the person is:
(1) the owner/lessee/lessor of record; or
(2) has an ownership interest in any properly registered race animal intended for racing in Texas.

A completed license application form.

Fingerprints or a fingerprint reciprocity form.

A check or money order made payable to the TxRC or Visa/MasterCard authorization for the appropriate license fee (§311.5(c)) and the applicable $12 fingerprint fee*

Proof of current Trainer's license in another racing jurisdiction.

Multiple Owner/Stable Registration
If the owner on the race animal's registration papers is an entity other than an individual, such as a partnership, estate, or stable, all individuals who own 5% or more of the race animal must be individually licensed. The animal will not be permitted to race until all those individuals are licensed. If the race animal is owned jointly by a husband and wife, a Multiple Owner/Stable Registration is not required unless the husband and wife do not have the same last name.


A completed multiple owner registration form.

A check or money order made payable to the TxRC or Visa/MasterCard authorization for the fee (§311.5(c)).

Owner's license applications and fingerprints/reciprocity forms for each currently unlicensed individual who owns 5% or more of the entity being registered, including ownership in partnerships, corporations, syndicates, estates, and stables.

 

Fingerprints

NOTICE: Effective December 1, 2008, significant revisions to the fingerprint process become effective with the implementation of a new electronic fingerprint system. Beginning on that date, each occupational license applicant who submits fingerprint cards for a background check will be required to pay a $12 fingerprint processing fee in addition to the occcupational license fee.

Based on revisions to the Commission's fingerprint rule, each applicant, including those 10 years of age or older, will now be required to submit fingerprint cards. In addition, the Commission will update a licensee's background information more often, as license holders will be fingerprinted every three years instead of every five years.

To submit fingerprints, obtain fingerprint cards from the Commission headquarters or a licensing office at a racetrack. The fingerprints must be taken by a peace officer or by Commission staff. Do not bend the cards.

If you have been licensed in another racing jurisdiction and do not live or work in Texas, you may be eligible to forgo additional fingerprinting. You must have submitted FBI fingerprints within the last five years. To request reciprocity, obtain an Out of State Reciprocity form and submit it with the license application.
