Horsemen's Organization

In Texas, as in many racing jurisdictions, horse owners and trainers come together to form horsemen's organizations. The officially recognized horsemen's organization in Texas is the Texas Horsemen's Partnership, L.L.P (THP). This organization is a limited liability partnership consisting of two corporate partners, the Texas Horsemen's Benevolent and Protective Association, Inc. and the Texas Thoroughbred Horsemen's Benevolent and Protective Association, Inc..

The THP was recognized by the Commission as the horsemen's representative, pursuant to Commission Rule 309.299. As the horsemen's representative, the THP negotiates with the various pari-mutuel horse racetracks over issues that concern horse owners and trainers. In addition, the THP has a benevolent program that provides financial assistance to horse owners and trainers experiencing temporary economic difficulties.
