HHSC Review of Adult Protective Services
On April 14, 2004, Governor Rick Perry issued Executive Order RP33 directing the Texas Health and Human Services Commission to oversee the systemic reform of the Adult Protective Services (APS) program of the Department of Family and Protective Services. The executive order was motivated by reports that indicated serious fundamental and systemic problems within the APS program.
