 Major Actions Taken to Date:
  • Total Army Civil Works obligations to date are $1,493.3 million (32.5% of $4.6 billion), including $1,345.2 million for new contracts and new work orders against existing contracts. Last week, the Corps obligated $130.4 million of Civil Works Recovery Act funds, while awarding 93 contracts and work orders, increasing cumulative contract actions to 1,706.
  • Total Army International and Interagency Support Program obligations to date are $91.5 million (44.8% of $204 million), including $75.7 million for new contracts and new work orders against existing contracts. Last week, the Corps obligated $1.2 million of IIS Recovery Act funds, while awarding 3 contracts and work orders, increasing cumulative contract actions to 33.
  • Walter F. George Lock and Dam, AL and GA: On September 9, the U.S. Army Corps of Engineers Mobile District awarded a contract in the amount of $3,796,229 to Yellowstone Electric Company of Billings, MT, a small business, to purchase transformers. The contract performance period runs from September 9, 2009 through March 31, 2011.
  • Atlantic Intracoastal Waterway, SC: On 8 September, the U.S. Army Corps of Engineers Charleston District awarded a firm fixed-price contract for $5,888,114 to Southern Dredging Company of North Charleston, SC, a small business set aside. The ARRA funds will be used to dredge selected areas primarily in the Winyah Bay to Charleston reach with some dredging in the Charleston to Port Royal reach (1,025,000 cubic yards) and minimal dike maintenance at selected disposal sites. Dredging these areas will reduce shoaling in this portion of the AIWW and allow for safer passage of vessels. The work is scheduled to begin on October 15, 2009 and be completed on March 15, 2010.
  • John H. Kerr Lake, NC & VA: On 8 September, the U.S. Army Corps of Engineers Wilmington District, assisted by Omaha District, awarded a contract in the amount of $510,000 to Conti Federal Services, Inc. of Plainfield, NJ, to carry out DDT/Dioxin remediation.. The work will enhance environmental conditions and public health and safety, and is to begin immediately.
  • Rivers Project Office, West Salton, MO: On 8 September, the U.S. Army Corps of Engineers St. Louis District awarded a $129,497 environmental services task order award to ARDL, Inc. of Mount Vernon, IL, The work to be done for the Rivers Project Office at West Salton, MO, includes Assessment of Unionids (fresh water mussels) and habitat - Freshwater Mussel Survey Silo Access Area and Lock and Dam 24, Clarksville, MO; Lead-Based Paint Abatement/Rehabilitation of Lincoln Shields area, West Alton, MO; and Lead-Based Paint Survey of 21 trilateration Stations prior to rehabilitation work at L&D 24 & 25, Mel Price and L&D 27, Mississippi River. Work started September 9, 2009 and is expected to be completed September 30, 2009.
  • Marquette and Sylvan Grove, KS: On 8 September, the U.S. Army Corps of Engineers Kansas City District awarded a contract in the amount of $68,450 to Clark Boat Company, Inc. of Bellvue, IA, for delivery of two work barges (pontoon boats) for placement of buoys at Kanopolis and Wilson Lakes at Marquette and Sylvan Grove, KS, respectively which will enhance the safety of the recreating public. This is a competitively-bid firm-fixed price 100% small business set-aside supply contract for delivery January 10, 2010.
  • Kanopolis Lake, Marquette, KS: On 8 September, the U.S. Army Corps of Engineers Kansas City District awarded a contract in the amount of $20,590 to Truax Company, Inc. of New Hope, MN, for purchase of a seeding drill (agricultural equipment) for planting of grass at Kanopolis Lake, Marquette, KS. This is a competitively awarded 100% small business set-aside supply contract which will provide erosion control and enhance the esthetics of the lake. Delivery date is September 23, 2009.
  • Stockton Lake Power Plant, Stockton, MO: On 8 September, the U.S. Army Corps of Engineers Kansas City District awarded a contract in the amount of $5,706 to C-Tech Industries Inc. of Springdale, AR, for delivery of purchased hot-water pressure-washer equipment to Stockton Lake Power Plant at Stockton, MO. The equipment will help keep power plant equipment and facilities clean. This is a competitively-bid firm-fixed price supply contract for delivery on September 18, 2009.
  • Richard B. Russell Dam, Elberton, GA: On 5 September, the U. S. Army Corps of Engineers Savannah District awarded a contract for $1,270,101 to The Clement Group, LLC of Montgomery, AL, an 8a Small Business contractor. The ARRA funds will be used for head gate repair of corrosion and paint to units 2 and 3 at the Richard B. Russell Dam, Elberton, GA. The work is scheduled to begin on September 16, 2009 and conclude on December 31, 2010.
  • Francis E. Walter Dam, PA: On 4 September, the U.S. Army Corps of Engineers Philadelphia District awarded $537,833 in ARRA funds to Citadell Construction Company of Lansdale, PA, to upgrade the access road to both the stilling basin and streamgaging station. The road has severely eroded and become extremely steep. This 3,000-foot-long dam and reservoir project has prevented more than $136 million in flood damages in the Lehigh River basin. The project is located on the Lehigh River, just below the mouth of Bear Creek, about six miles above White Haven, PA. This new work will directly benefit both the public and government staff through greater safety and access to outdoor recreation opportunities and natural and cultural resources. Work will commence in September 2009 and will be completed by December 2009.
  • Tennessee-Tombigbee Waterway, AL and MS: On 4 September, the U.S. Army Corps of Engineers Mobile District awarded a Task Order in the amount of $41,160 to Ops Sales Company, Inc. of Dewey, OK, a small business, to purchase pipe for the Mahannah ring levee repair which is part of the Wildlife Mitigation Lands. This reduces future maintenance costs by stabilizing the levee. The work is required to maintain the integrity of the levee to prevent damaging flooding of management facilities and equipment. The contract performance period runs from September 21, 2009 through October 3, 2009.
  • East Fork, Tombigbee River, MS: On 3 September, the U.S. Army Corps of Engineers Mobile District modified a task order for the amount of $430,930 with Phillips Contracting Co., Inc. of Columbus, MS, a Certified Hub Zone Small Business, to perform critical maintenance to restore flood damage reduction benefits of the East Fork project. The contract performance period is September 9, 2009 through December 30, 2009.
  • Mispillion River, DE: On 3 September, the U.S. Army Corps of Engineers Philadelphia District awarded $330,000 in ARRA funds to Hydro-Marine Construction Company, Inc., Hainesport, NJ, to remove navigation hazards located at the confluence of Cedar Creek and the Mispillion River near the old Mispillion Light in Delaware. The wooden structure, more than 80 years old, is approximately 1,800 feet in length and consists of timber piles and timber cross members. Some of the timber piles are only visible at low water. During higher tide stages, the structure is not visible resulting in a serious safety hazard to both commercial and recreational vessels. This waterway supports the only launch service that provides safe transport of personnel and supplies to super tanker vessels anchored in the Delaware Bay, Big Stone and Breakwater anchorages and the nearby Atlantic Ocean. The waterway thus plays a critical role in the logistics of lightering tankers so they can proceed up the Delaware River to the various refineries. Local commercial fleets (approximately 100 vessels) also operate out of the inlet. The work is scheduled to commence on or about September 14, 2009 and be completed by the end of October 2009.
  • Wilson Lake, KS: On 3 September, the U.S. Army Corps of Engineers Kansas City District awarded a contract in the amount of $94,057 to ABCreative of De Soto, KS, for purchase of modern, safe and handicapped-accessible playground sets and related equipment at Sylvan Grove at Wilson Lake, KS. The award will improve recreational opportunities for children at Wilson Lake. This is a competitively-bid 100% small business set-aside firm-fixed price supply contract for delivery of equipment on October 3, 2009.
  • Norfolk Harbor, VA: On 3 September, the U.S. Army Corps of Engineers, Norfolk District awarded a contract for $55,000 to ROBRA Construction of Virginia Beach, Virginia. The ARRA funds will be used to repair the security fencing at the Craney Island Dredged Material Management Area. Work began September 8 with completion set for October 9, 2009.
  • Clinton Lake, KS: On 3 September, the U.S. Army Corps of Engineers Kansas City District awarded a contract in the amount of $25,350 to Robert Bivens of Lawrence, KS, for removal and replacement of restroom partitions to benefit the recreating public at Bloomington Park at Clinton Lake, KS. This is a competitively-bid firm-fixed price small business set-aside construction contract for work to be completed November 30, 2009.
  • Tuttle Creek Riprap Repair, Manhattan, KS: On 2 September, the U.S. Army Corps of Engineers Kansas City District awarded a contract in the amount of $9,982,170 to Treviicos South, Inc. of Tampa, FL, for overlay of riprap on the western half of the dam at Tuttle Creek Lake, Manhattan, KS. The work will help stabilize the lake and dam. This is a competitively-bid fixed-price construction incentive fee contract for work to begin immediately and be completed November 19, 2010.
  • Mississippi River Levees (MRL) Construction Project, Mississippi, construction of relief wells at Tunica, MS: On 2 September, the U.S. Army Corps of Engineers Memphis District awarded a contract for $2,212,000 to Q2 Remediation Services LLC, of Baton Rouge, LA, a Small Disadvantaged Business, 8A and HubZone firm. The ARRA funds will be used to drill, install and test 74 relief wells along the Mississippi River mainline levee west of Tunica, MS. The wells will help control under seepage and improve the integrity of the levee system. Work will be completed by January 1, 2010.
  • Raystown Lake, Hesston, PA: On 2 September, the U.S. Army Corps of Engineers Baltimore District awarded a contract for $76,448 to Claycomb Excavating, LLC, of New Enterprise, PA. These funds will be used for culvert cleaning, ditch shaping, placement of four culvert pipes and the delivery and placement of 1,800 tons of shale and 2,400 tons of stone along 36,800 feet of road way. The period of performance is September 14, 2009 through December 14, 2009.
  • Larose to Golden Meadow Project, LA: On 2 September, the U.S. Army Corps of Engineers New Orleans District awarded a $56,900 design contract to CDM Federal Programs Corporation of New Orleans, LA. ARRA funds will be used to generate enhancements to a tool for evaluating non-structural alternatives on the project. Work began September 2, 2009 and will be completed in December 2009.
  • Tennessee-Tombigbee Waterway, AL and MS: On 1 September, the U.S. Army Corps of Engineers Mobile District awarded a Task Order in the amount of $476,615 to VETCORP, Inc. of Frederick, MD, a veteran and SBA Certified Hub Zone small business, for supply of Invasive Species Control Chemicals. This action will improve access for recreational users and restore the habitat for sport and native fish. The contract performance period is September 9-15, 2009.
  • Tennessee-Tombigbee Waterway, AL and MS - On 1 September, the U.S. Army Corps of Engineers Mobile District awarded a Task Order in the amount of $47,500 to Helicopter Applicators, Inc., of Gettysburg, PA, a small business, for application of Invasive Species Control Chemicals. This action will restore the habitat for sport and native fish, and improve access for recreational users. The contract performance period runs from September 10-15, 2009.
  • McNary Dam, Umatilla, OR: On 28 August, the U.S. Army Corps of Engineers Walla Walla District awarded a $52,782.33 contract to CXT, Inc., of Spokane, WA, for the purchase of two prefabricated toilet buildings at McNary Dam in Umatilla, OR. These facilities will be installed on Nov. 25, 2009.
  • Raystown Lake, Hesston, PA: On 27 August, the U.S. Army Corps of Engineers Baltimore District awarded a contract for $539,413 to HSMM/HOK BRAC 2005 Joint Venture, of Washington, DC. These funds will be used to maintain and operate the Seven Points Area Water Facility from which employees and visitors to the Seven Points Recreation Area are served with reliable and safe potable water. The period of performance is August 27, 2009 through April 1, 2010.
 Major Planned Actions:
  • Lock and Dam 3, Red Wing, MN: The U.S. Army Corps of Engineers St. Paul District, received $70.24 million in ARRA funding this year to improve navigation safety and rehabilitate the dam embankments at Lock and Dam 3, located north of Red Wing, MN. The work will include extending the lock's upper guidewall 800 feet and modifying the channel to reduce the river outdraft forces that tend to pull barge tows towards the gated dam portion of the facility. The upper and lower embankments that maintain the river pool elevation will also be rehabilitated. The work will be completed under three separate contracts (navigation improvements, upper embankments and lower embankments) that are not yet awarded. During the 2010 and 2011 navigation seasons, the contractor will be allowed to close the lock to navigation for up to 96 hours per month. Navigation closures will be limited to a maximum of 24 hours at a time with at least 24 hours between each closure to clear backed-up barge traffic. Closures will not be permitted on Friday, Saturday, Sunday or holidays. The Corps plans to have construction begin in mid-January 2010. The lock will open to navigation on March 29, 2010. All of this work at Lock and Dam 3 is scheduled to be completed by September 30, 2011.
